These two exams just focus on different aspects of competence of the applicant.

So try to contact the professor you're interested in and ask him whether he has sufficient funds for recruiting new students next year.

SUB is strongly recommended in many universities.
However, if you believe your application material is strong enough then SUB perhaps is not necessary for you; otherwise, if you think that you can take SUB and have a reasonably high score, it will certainly do good to your application process.
