我是文科的。联系了个在香港的英国人，我想申他的博士生，他想招一个研究助理，之前联系了很久，回复都蛮积极的。
今天突然邮件问我有没有香港的居留权，我回复没有后，就回了这么一段话：

Unfortunately, that may be a problem, as I have to justify why I cannot give the work to a local Hong Kong resident. Can you think of any persuasive reasons? The job to be done is reading and analyzing articles and possibly books available from the ****. You can see more about this material on their website, although I am not sure that you can access everything online. Anyway, see if you have any thoughts or ideas.

请问他的意思是香港招RA只能招local吗？？这种情况我申请博士还有戏吗？
