Well if the condition is weak then yes. At all programs require students to be in good standing to stay in the program, so I'd say funding's guaranteed if the grade requirement is below 3.3 and the department states it explicitly.
I guess this is not a good idea to compare US PhD year 1 to EU PhD year 1 directly indeed...
One need a master to get into a PhD in Europe, and quite likely one will go into research phase very soon (either 2nd semester, or latest 3rd semester), while in US, it is a norm to have 2 full year of coursework, and a bachelor can enter PhD directly.
I guess it is more reasonable to compare US PhD year 1 with EU master year 2 (since Bologna), or MPhil year 1, and EU PhD year 1, with those just finished / going to take QE in US.
i.e. coursework phase before QE in US-system is kind of a very academic master / MPhil indeed.....(and one will likely get a MA/MPhil if one quite at that time point.....)
US version: if there are no guaranteed funding after QE............well, 有幾多人咁富貴去讀架?
EU version: if there no opening for $$ alongside with the PhD....well, 有幾多人咁富貴去讀架?
