Argue 75--
The department of agriculture in Batavia reports that the number of dairy farms throughout the country is now 25 percent greater than it was 10 years ago. During this same time period, however, the price of milk at the local Excello Food Market has increased from $1.50 to over $3.00 per gallon. To prevent farmers from continuing to receive excessive profits on an apparently increased supply of milk, the Batavia government should begin to regulate retail milk prices. Such regulation is necessary to ensure fair prices for consumers."

Write a response in which you discuss what questions would need to be answered in order to decide whether the recommendation is likely to have the predicted result. Be sure to explain how the answers to these questions would help to evaluate the recommendation.

On the surface, it may seem a sound suggestion that Batavia's government regulate retail milk prices to prevent the excessive profit given the apparently adequate supply, but careful weighing on the mind, we find that the argument based on some questionable assumptions, which render it unconvincing as it stands.

The major problem with this argument is that whether the price of milk at the local Excello Food Market reflects those throughout Batavia. The author supporting no evidence to this question, it is entirely possible that the Exello's price exceed the nationwide average. Even if Excello's price reflects those in Batavia generally, it may be cause of fluctuation of price. Without considering and ruling out alternative reasons for this high price, the author's conclusion is indefensible.

Another point worth considering is that whether it is virtually that farmers got the excessive profit by the 100 percentage increment of price and on increased supply of milk. The author only informs us that Excello's milk price has increased greatly during 10 years, but fails to take account that the profit is a function of cost and revenue and the higher prices is not equate to the higher profit. It is likely that the higher price is due to the inflation or the higher cost of the production process, and the profit earned by the milk farmers may be decreased due to the Economic Crisis. Without studying the real situation of the farmers, the effects as implement the author's recommendation are undoubtedly frustrated.

Before I come to my conclusion, it is necessary to point out another flaw appeared in the argument. The increment supply of milk is skeptical merely by showing that 25 percent growth of the number of dairy farms in the Batavia for 10 years. However, this is piece of information in itself is far from sufficient to demonstrate the assumption. The information provided by the author may indicates that the supply of milk is affected, whereas insufficient for explosive demand of number of milk as the current people who cares their healthy more than before. Without offering the information about the over-supply of the milk, the author's recommendation is irrational.

In conclusion, this argument is unconvincing in that the author failed to support the necessary and efficient evidence for recommendation. To strengthen this argument, the author should provide the cogent evidence that the Exllo's milk price represents the nationwide price of milk, and the farmers receive the excessive profit from increased supply of milk in fact.
