Without more comparison about B and P on factors which influence the ecotourism, the success in B may not repeat in P confidently. (geography, economy, security, auxiliary facilities)

Hiring the current director of Bellegea's National Tourism Office as a consultant may be not sufficient to ensure our advertising campaign is successful. (可能不了解P国情况,不能因地制宜)
TOPIC: ARGUMENT42 - The following appeared in a proposal from the economic minister of the country of Paraterra.
"In order to strengthen its lagging economy, last year the government of the nearby country of Bellegea began an advertising campaign to promote ecologically sound tourism (ecotourism). This year the number of foreign visitors arriving at Bellegea's main airport doubled, and per capita income in Bellegea increased by ten percent. To provide more income for the population of Paraterra and also preserve the natural environment of our tiny country, we too should begin to promote ecotourism. To ensure that our advertising campaign is successful, we should hire the current director of Bellegea's National Tourism Office as a consultant for the campaign."

Simply providing the evidence that the foreign visitors increase after but possibly not due to(个人觉得这里的but possibly not due to不需要) the advertising campaign on ecotourism in the nearby Bellegea, the arguer infer that it is necessary to hire the current director of Bellegea's National Tourism Office as a consultant (to help hold a same campaign) to boom the economy in Paraterra and preserve the natural environment(. ) without considering the possible differences and the sufficiency (, the arguer mistakenly …). Therefore the argument seems unreasonable in many cases as it stands.
First and foremost, the arguer fails to establish a causal correlation between the increase (of 或者 increased amount of) tourists or income and the advertising campaign to promote ecotourism in Bellegea. We cannot ignore the possibility that the economy situation in and around the country turns better and leads to a prosperity in tourism. It is also likely that the government advertise not only ecotourism but also other types (of public products). Since no fraction of tourists who take part in the ecotourism is provided, we cannot make sure that it is the ecotourism that attracts more visitors to Bellegea.
Meanwhile, the increase income per capita may result from other resources such as agriculture, industry and so forth. Therefore, without ruling out other possibilities (ruling out 学习了!), it is unfair (?) to make sure that the ecotourism contributes to the increase in tourism and income per capita in Bellegea.
Admittedly that(我比较喜欢用Given that。。 ) the increase visitors and income are due to the campaign, without taking the possible differences between the two nations into account, the argument is still unconvincing (这个词好) to some extent. It is undoubted that the(any) type of tourism can be influenced by the geographic conditions, climate and some other factors which may be completely different in the two countries. For instance, if there is seldom natural environment in the tiny country, the investment on ecotourism seems unmeaningful and unnecessary.
What's more, perhaps the natural area in Paraterra is captured by dangerous animals or annoying climate (good point!) which will prevent tourists from a pleasant trip. The arguer must provide more accurate information about the tourism resources in Paraterra before making a conclusion.
Last but not the least, the arguer cannot ensure that the current director of Bellegea's National Tourism Office can help the advertising campaign as a consultant. With the possible differences mentioned above, the policy in Bellegea may not suffice to (good one) success in Paraterra. If the director ignores the variation and simply repeat the measures(strategy) in his countries, the advertising campaign may be a counterproductive one.
In summary, without the direct evidence relating the campaign to increase tourism, without more(sufficient) comparison between the two countries, without more accurate information about the policy which may be given by the director, the argument is not so valid so the proposal that hiring the director as a consultant may be a failure.
