What's the indicator to judge whether a nation is great? Is it about the achievements of its artists, rulers, or scientists? Or just regard the general welfare of all its people as the surest criterion? I basically agree with the speaker that a nation's general welfare is a important task, while indeed the kinds of achievements that the speaker claims have everything to do with it.
It is ture that the achievement of a nation cannot be achieved by a single person or a limited number of elites. The definition of a great nation is in relation to prosperous in economy, democratic in politics, affluence in cultures, and the size of the country, which is difficult to achieve personally. I concede that general welfare is the first indicator, after all, people want to live with great welfare, for example, the brain drain, the steady flow of highly skilled personnel and their families to the Unite States for its golden hello, development perspectives, and able-bodied welfare agencies. A nation can not protect the general welfare of all its people absolutely can not be a great nation. However, there are many factors to evaluate it, such as public health and safety, security against military invasion, individual autonomy and freedom, cultural richness, and a high standard of living. These are all difficult to measure apart from economy, while they are inseparably connected with rulers, artists, and scientist.
When people trace back the important historical improvement or comment on today's the development of a nation, they often resort to those who are representative and prompting ones for the reason that the roles they played are irreplaceable in such processes. And the artists in the Renaissance, such as Vince, Michelangelo etc., were the forerunners of some artistic schools, many of their artworks were today’s classics that constitute the important part of cultural legacies through which a nation defines its cultural identity. Still, who makes China marching on an ever-growing road? The first man that emerges in people's mind is Deng Xiaoping, the designer and the operator of the market economy and opening-up policies. By the same token, when talking about the today’s advanced economic situations that American achieved, the contributions of Clinton and Bush can not be denied.
For the rulers or the politicians, they should improve people's living standards, safeguard the nation's integrity and people's safety, in a word, they should make their nation more stable, peace, and prosperous; With respect to artists, they should exert their creativity and imagination to make more classic artworks in order to reflect the inner connotations and impulse of a society and ultimately improve people’s spiritual life and bring with them entertainment; When it comes to scientists, what they should is to make the research results conduce to people’s study, life, and work while avoid the potential negative impacts their research may produce.
Everyone today enjoys the benefits of science, everyone today enjoys the beauty of art, everyone today enjoys the life with appropriately lead of rulers. The achievements of rulers, artists, and scientists is not mutually exclusive with the general welfare of all its people. Every individual who intends to achieve his own purpose-- good interest and allowed by laws--is creating the welfare for the nation is the linchpin how society proceeds and progresses. In turn, provides better living condition, healthier lives, and better education, renders individuals more likely to succeed.

Abedi Pele, one of the greatest football stars in 20th century born in Ghana, has earned millions and millions in his time. As a civilian in Ghana, we can say that he was a rich man who represented the Ghana. However, we also know that the Republic of Ghana is actually in poverty in which the citizens' incomes are in a low level. Thus in this case, we can never define a nation's greatness in terms of her？ achievements of its rulers, artists, or scientists, but through the general welfare of all its people.

At the outset, some people think that the achievements of its rulers, artists, or scientists of one country indicate the power-class in itself. However, there are some points they have missed.

First of all, people notice those famous ones according to TV programs, newspapers and internet and the like, but they don't realize that the numbers of stars can be put on news is very small in effect. When comparing with the majority, those politicians and so on in reports are just a tiny part of a whole society. It is the regular appearances in the public that make we normal persons think we have a large numbers of great people which in reality we have a few. Thus as we all know that a few isn't equal to the whole the achievements of its rulers, artists, or scientists but not the general welfare of all its people couldn't indicate a nation is great or not. Secondly, those celebrities, no matter artists, politicians or scientists, with general talents have been succeeded in the light of their own hard-working in a great extent. Thus we can't ignore a possibility that it doesn't matter which country do they come from by occasion of their own talents which may lead to their success in any country. As Edison once said, genius is 1 percent inspiration and 99 percent perspiration, which informed us that a nation's resource may just do a little help in one's achievements. Therefore, it is hasty to say that the achievements of its rulers, artists, or scientists indicate a nation's greatness.

To run this assertion in depth, it often takes place that the achievements of those celebrities do not benefit for the citizens. A country may have a wise leader, but if he or she doesn't make contribution to his or her people, the fortune is just belong to the certain one's but not belong to the whole society. And as to those scientists, they definitely own a high IQ. But it would also be useless if they use their intelligence to explore what they interested in but not to improve the normal persons' level of lives. For instance, when scientist first succeeded in the cloning technology, we all be amazing about the technology and be proud of those scientists' wonderful jobs. But as we all know that this kind of technology was finally shot down by the governments for their not caring about the ordinary people's lives. So achievements made by those outstanding people are not so sure to contribute to the citizens' even to the whole society, it doesn't ensure the welfare of all its people. And the majority of one country is the normal people but not the few outstanding people, so the surest indicator of a great nation is not the achievements of its rulers, artists, or scientists, but the general welfare of all its people.
你主要写成就对国家有没有贡献，有贡献是一回事，国家富强又是一回事，包括很多方面的。

Indeed, it would be unfair to ignore the achievements made by those artists, scientists and so on. After all, these achievements represent the highest development of one nation. It is a vital part of evaluating a whole level of one nation. However, we should also be careful not to hastily assume that a nation is necessarily great merely by virtue of the achievements of individual citizens. It is those ordinaries that push our society forwards.

The achievements in rulers reveal a nation's tradition and mores; the achievements in artists reflect a nation's cultural diversity; the achievement in scientist indicates a nation's development of technology; while the achievements in general welfare manifest a nation's economical status and civil well-being. I tend to believe both the factors involved by the speaker serve as the indicator of a great nation.

The achievements in rulers and artists reflect a nation's tradition and culture. For example, Da Vinci the man of Renaissance and other artists made great contribution to the culture and history of Italy, and Dante and Caesar who enacted the serve rulers of ancient Roma, Italy became more and more famous and prosperous under the achievement accomplished by both artists and rulers. What’s more the achievement in these fields not only benefited Italian at that times, but also provide a myriad numbers chances for them to appreciate the masterpieces and borrow the successful experience to direct the modern construction and management. It will ultimately bring well-begin to its civilian.

The achievements in scientists manifest a nation's development of technology and its international competitiveness. The appropriate example is the Industrial Revolution, which significantly stimulated the British economical development, and rendered Britain to be the most powerful nation during the 19th century, and the accomplishments still benefit the England today as well.
Another example is the contribution of American scientists. For example, the computer architecture devised by Von Neumann still impairs every aspect of the worldwide modern life today; the discovery of penicillin by Alexander Fleming has changed the course of the history; the discovery of electricity by Franklin has made the world much difference, and brought much convenience to the whole human-beings. All the achievement not only helped American to ascend to be the greatest nation in the world, but also contribute to other nation.

While the general welfare all a nation's people reveals a nation's economical status and civil well-being. To witness it in action, we should pay attention to the former Soviet, who excessively emphasized on the development of arm and military, while overlooked the general welfare--a large number of popular were in famine, what happened ultimately was its collapse. However, many other countries put the priority on the development of the economic during this time, such as Japan, France and German, the outcome is very clear--these countries have developed into a powerful and great nation.

In my observation, with the increasingly rapid economical and social development, the current nations should never underrate the significance of both of rulers, artists, scientists, as well as the welfare of general people, if a nation without up-to-date technology and profound cultural diversity, its development cannot be sustainable, while if a nation overlook the general welfare, it risks at its prosperity. We should seek a reasonable balance between them--the achievement in the former will ultimately bring welfare to general public; the achievement in general welfare will contribute to their plunge into other contributions.

The nations we live are so complicated that it is hard for us to build an absolute standard to test whether they are great or not. Some people, like the speaker above, suggest that it is the general welfare of all citizens, instead of the achievements of elites that should be use as the indicator. However, this recommendation is one-sided, as the definition of great nation is vague. Before claiming my opinion that achievements and welfare are same significant to indicate a great nation, we have to clearly define "great nation".

As we know, the nation a congregation of people, which means the basic purpose for a nation is to benefits its people and ensure progress. Thus, the standard to define a great nation has to consider from two aspects, the achievements of this nation, like a great masterpiece or new technology to serve people and the living standard of it citizens in daily life. The former one can ensure the development of the nation in both physical and psychic aspects in the future and the latter one can pleasure its people to make sure the sustain and stability of the nation. So whether a nation is great should be tested from these two aspects.

On one hand, if a nation are so powerful that it can destroy its motherland if it want while the people in this country is hard to survive because of hungry or disease, can we say this nation is great nation? The answer is obviously no we cannot. Because this nation would collapse eventually unless these phenomena that would threaten its stability, can be solved, like the Former Soviet Union, which was the most powerful country except America before it faded away for starvation and famine. The military ability is clearly shown by the achievements like the ability to launch artificial satellites and the research in nuclear realms. In art fields, thousands of poems and paints appeared in this period and many of them become masterpieces since their infinite values. However, these countries did not last long and finally be covered by the dust of history. The reason is the welfare of its people is so poor that most of people have to try their best to survive instead of a better life. In this situation, no matter how many achievements the country has, it is not a great nation as it fails one of its basic functions-to guarantee a good living environment of its people.

On the other hand, a nation cannot be called as a great nation if it make no advancement, evolution or other achievements in its life time even it ensure the general welfare of its people. The history clearly tell us those always stay the same and make no development will be eliminated, which is the same for the country level. If a country make no or only a few achievements in all aspects, it will be in danger. For instance, China, one of the greatest nations is ancient time, especially in Tong dynasty, slow down its step to development in Qing dynasty. The people's welfare is acceptable and this living standard increased slowly. Can we define it as a great nation? The answer is still we cannot. Because China’s close down and no achievement, China was dropped behind the world gradually. Since its underdevelopment and weak, China was suffered a lot in last century. So this fact can show us the importance for a nation to make achievements in all aspects, especially in scientific realm.

To sum up, without the welfare of all its people, a nation cannot ensure the stability of the society and will collapse in the history; without the achievements, a country would make no advance and be eliminated by the competitors. Thus, the achievements of a nation and the welfare of its people are same important as I mentioned and we should focus enough on both of them.

What makes a nation great? Some people tend to think that it is the mighty of the arms or the amount of wealth or the number of individual achievements that determines the great nation. Yet I think it is genuine love and support from its people that truly marked a great nation.  Thus, the surest indicator of this greatness lies in people's pursuit of happiness.

Perhaps many may wonder why some people do not like their nations and some even betray their nations. I think the reason lies in people's natrue in pursuring happiness of themselves. Suppose someone lives in a nation which takes from the poor and gives to the rich. Also the nation does not provide enough resources to ensure the children receive good education. Moreover, it deprives many citizens of their constitutional rights thus the government is not democratically elected. How can the people in such nations develop and prosper? How can they realize their basic surviving needs and their spiritual pursuit? The how can they truly love this nation? It is apparently that such a nation hampering the pursuits of happiness of its people, and it does not deserve the love from its people. So it could not be a great country.

Furthermore, the pursuit of happiness includes the individual achievements and the general welfare of its people. Both of the factors serve to indicate the greatness from a rather narrow perspective.

A nation where its rulers, artists or scientists make tons of achievements may not be a considered as a great nation. Take Russia for example. It once was a superpower in the world, dominating a large area. Its citizens have so many personal achievements which contribute to the development of the whole world. Peter the great, one of the most distinguished emperor in the Russia. He  led the reformation of the serfdom which made Russia the strongest power in Europe. Furthermore, he took a city from St Petersburg from Norway and established the Russian Navy. A great leader he was, however, a large proportion of normal russian people still lived in utter poverty, and many died of hunger. Therefore,  russia, even in its high time, was not a great nation.

Similarly, even if the people of a nation live in great wealth, it might not be a great nation as well. Arab countries are great examples. Islam has dominated this region for about 2000 years, and people there are stubbornly follow the rules of this religion. Intellectual development in those countries are far behind other countries, moreover, the status of the girls and women are quite low and they could not even go to shcools. Yet this region is rich in petroleum which makes all these nations considerably wealthy. Even with so much money, the developments of the people are slow. Still, a great nation should not be like this.

To sum up, the ultimate criterion of a great nation is whether its people can pursue happiness, that is whether they can live lives which can meet both their spiritual and material needs.

What is the really pursuit of a nation? As far as I am concerned, it is the happiness of its' citizens's life, and what is more, general welfare is, to a certain extent, an insurance of this kind of life. As a result, I totally agree with the title statement and personally hold the opinion that a great nation must provide good welfare to it's people, for I think to ensure this kind of welfare, the nation itself would be peaceful,wealthy and strong, either.
Think about this, if a nation is full of wars, battles, the main problem the goverment is facing can not be something of welfare, but how to stop the wars, how to avoid death and panic. At the same time, the citizens of the country also won't care about their welfare, such as medical insurance, education quality, or recreations. After all, the most important thing in one's life is to be alive, only on this precise, can a person come about other expects. Imagine you are at The Second World War, your parents and relatives have all been killed by your enemy, your whole country is suffering from ruiness, obvious the current goverment's responsibility is to defeat the enemy, and you will also hope they put as much money as possible in the battle to create the victory. For we are all clear about the fact that only in a peaceful situation, can we enjoy a happy life, can our goverment provide plenty welfare to us.
Additionally, if a nation can ensure very good welfare for people, it must have a strong economic foundation. Building houses for the old who are not able to live on their own, supporting education, providing public recreations ect. are all in need of money. A poor country will not do this, even they want, for they do not have the ability. And a wealthy can make all these things for their citizens, making them a more comfortable, as well as a happier life. That is why nations all over the world are trying their best to improve their economy.
The more money they have, the more welfare they can offer to their people; and the happier life are theirs citizens holding, the more successful the nations are.
Again, what I want to say is that welfare is an indicator of strong economy of a nation, and a strong economy also indicate the country will not be weak at other fields. It is general rule that a rich country would never give up it's scientific research, especially in weapens, space exploration and biology. The US can be served as a good example. As we all know,
America is one of the most wealthy countries in the world and always provide great welfare. While, on the other hand, it is also the most advanced country for its uncountable inventions, and this inventions, owing to scientific fruits, make the country stronger and stronger.

To sum up, welfare is and indicator of a country's peaceful condition, strong economic power, and deep down, success in so many other fields. Welfare can no doubt be a great help for people' life, and I believe if people in a nation feels happy, at least will not need to worry about their basic life, the nation is a great nation.

Deducing from the definition of a great nation, which means prosperous in economy, democratic in politics, and affluence in cultures, the surest indicator shouldn't be solely the general welfare of all its people, but the combination of achievement in politics, art and scientists and general welfare. Because these two aspects are tightly connected with each other: peculiar achievements are the basis of general welfare, and good general welfare promotes personal development; although the two can exist independent in a country and each lonely can not be sufficient to the indicator of a great nation.

To begin with, a high living standards, which can be regarded as one aspect of a great nation, requiring spirit enjoyment always depends on prosperous art and science on the other hand is the basis of comfortable and convenient in modern society. Affluent in money allows government to invest on nurturing singers, dancers, painters and so on. You can see the Hollywood movie dominate the movie market earning high profits. Why can Hollywood originate in other developed countries? Every nation has its own artists, but a strong background can inspire creation, critics and finally lead to a gorgeous art system. On the other hand, science and technology have come to pervade every aspect of our lives and as a result, the development of science hinges on the greatness of a nation. Ever since the Industrial Revolution, the improvement in people's living standards is obvious, which indubitable comes from the development of science. Without science, how can cars, planes, computer be invented. Without Farady, people cannot generate electronics which is necessary nowadays. Thus, art and science are one of the indicators of a great nation.

Also, the achievement of its rules ensures the nations' prestige in the world and good job guarantee the overwhelming profits of all its people. For example, a strong government can join the WTO to promote the growth in GDP. Excellent rulers resist the invasion from other nations and ensure a safety living environment for its people. A strong government can make its voice heard among the nations in the world. The achievement of its rulers is highly connected with the greatness of a nation. When rulers have the ability to lead its army to save people from nature disasters, we should know this nation can be so called a great nation.

So, politics, art and science are essential aspects of a great nation, and these can result in high quality of welfare of all its people. On the opposite, when a nation becomes great, it has the ability to prosper those aspects. Richness allows a nation to invest on political, artistic, scientifical education and research and they become prosperous. When financial crisis arrived these years, the budget to research institutes, universities becomes tight. The development is not as splendid as before.

Thus, we could draw a conclusion that not only general welfare, but also achievement in politics, art and science are the indicator of a great nation. They are tightly connected with each other.

I agree with the topic. General welfare of people is an important reaction【如果表示反映的话，用rejection似乎好一点】 of the nation. In my opinion, the standard of judge【judging】 whether the nation is better of mine, neither the science and art level or【nor】 how great the leader is. It is the different of the people’s living standard. This is what the people primary concern.

General welfare has two parts, mental and physical. The metal outlook of the people is the critical reaction of the nation. If people are satisfy with their living condition and the nation development【the development of the nation这里感觉你是又加进来的】, the nation is a great. The reaction of physical is another part; the people’s living standard and【可以用逗号了】 unemployment rate【前面最好加the】 and Gross Domestic Product (GDP) are the objective reaction of the nation. If people are always without a settled habitation and any【any的用法用错了呢】 people fell out of employment, it means the development of the nation is not very well. Set the Somalia as an example, Somalia is a very unstable nation with full of chaos and conflicts. The government cannot control the status. Even there are some people become【该句有两个谓语了呢】 to rob the ships which transport the cargo across the Gulf of Aden as a pirate. If the people have not solved their problem【用复数呢吧】 of adequate food and clothing let alone the development of science and art.总结一下吧！

People are the foundation of the nation. The leader who【delete】 without support of people will lead the nation goes to downfall我觉得更容易导致政局不稳定才对呀. Their policy cannot be executed well and mission cannot be accomplished well. Soviet Union is a good example, Soviet Union is the precursor of the Communist, but it is an example of failures. The government failed to deal with the conflict in the union and has a problem of economy. The period between the economy problem appeared and the disintegration of the Soviet Union is just one year. Because of the low popularity rating, the prime mister of Japan change 5 times during 5 years. As the GDP shows that Japan is not great as the past. A great nation must have the support of the people. The scientists and artists are come from the people. I cannot imagine that a nation in a poor people’s living standard how to develop the art the science.

Of course, the ability of leader, the achievements of art and science are able to show the situation of the nation in some aspects. The leader represents the developmental tendency of a nation, 两句话中间要连接词it is important to the future of nation. The art of level is the representation of society. Science also enable to makes the convention of people, 同上it improve the physical of people. The invention of internet and vehicle reduce the time people spend on the communication. It makes the people's life more comfortable. But all of it is based on the well people’s living standard. Only the nation has a well people’s living standard, the government has a steady support of people and enough funding to support the development of art and science.

In a nutshell, the people condition is the most objective representation of a nation. Only the people have a well living standard, the nation has ability to develop the art and science. Only the people have a well living standard, the leader can be called a great leader. Only the people have a well living standard, the nation can be called a great nation.
