Issue190: The proper use of public resources
提纲：1、肯定生存的重要性，提出是否需要资助艺术的话题
   2、假设赞同演讲者，不发展艺术的话，会有怎样的后果。
   3、假设发展艺术，后果又会怎样：好处1、2两点
It is incontrovertible that food, clothing, and shelter are important, and it is the fundamental issue that we care most. Accordingly, I agree with the speaker that public resources are entirely appropriate to assign a priority to these pressing social problems. Yet, on the other hand, does it present there is no need to support arts? Arts are inappropriate? Arts are cruel? This question merits considering.
Assume that we concede the view of the speaker, the government provides all public resources for persons who are hungry or out of work or lack the basic skills needed to survive. Whereas, those who ask for help are countless, the public resources are limited. The road to eliminate the unemployment and hungry has no end forever. It is means we have to postpone the development of arts forever. Therefore, it is the vision which amounts to fantasy. To say the least, if there are no arts or just few arts in our world, the society will be in a big turmoil. People who have substantial protection far away from spirit world will feel endless insane and apathy stuffing the society and human life. Thus, supporting the arts can’t be waited until eradicating the hunger problem that has never been solved.
There is another assumption that the government supports the arts, two advantages will come follow it. The first one, supporting arts is not so much the use of the public resources as the sublime of human spiritual world. It can put us in touch with our feelings, foibles, and fate, and the mettle from the arts is ubiquitous. Sometimes a courage song can give a disable person a powerful energy to live an integrated promising future; a motivated painting can inspire an unemployed person to gain a new job positively; a stimulated movie can guide a person who lost basic survival skills to find the chance of life to create their own career. Support few public resource to arts will produce more profits than you want.
Another profit is that allocating public resources to arts actually help to solve these social problems. It can be demonstrated by some examples like that: Consider the film firm of the Canada which is heavily subsidized by the Canadian government, and it provides countless jobs for the film works as a result. This action greatly promotes the development of the Canadian economy and eases the employment pressure in Canada, and provides more money to the education, job training, and social problems. Similar, a charity party can convoke the wealth work together to support the poor. An art auction can arise the money of auction donate to the poor. Optimization of resources is the result what supporting the arts can bring to us. It is supporting arts that on the contrary, conduct to the social problems. Dose there any reasons consider the arts as cruel things?
In the final analysis, there is a balance we need to hold between the social problems and the arts. They are not contradictory, and arts can sometimes fortify the economy and solve the social problems. But the society will be disorder if only support arts, people can’t live how they will enjoy art? Survival and arts need synchronous development.
  In a word, arts and existence is complementary to each other.
