9月26号就上战场了，第一篇联系ISSUE，希望各位大大看看，给点修改建议。小弟在此谢过了！
提纲：
PARA1：开头，引出问题。
para2:让步
para3:law can chage mind,  and thus solve problem
para4:even law can't chage mind, it can still solve problem
para5:conclusion.

   Entering the second decade of new millennium, due to the unprecedentedly rapid development of society and technology, more and more problems are brought to our eyesight, such as littering, stole the copper wire, and credit fraud via internet. As a result, people tend to suspect the power of law and legal system. Does law can change what is in people's heart, thus solve the annoying social problem more efficiently. I believe that law not only can change the idea inside people mind, but also can solve the problem induced by the rapid development.
   It's no denying that when it comes to deal with the problem concerning people people's living habit, custom and inner thought, law seems a little weak in its effectiveness. After all, living with these habit and custom for years, these ideas has already rooted in people's mind. It's not a easy job to change them.
   However, even it's hard to change people's habit, we can't forget what the law is- law is a specific term which issued by our government and we're forced to obey it without any exception. That's is to say, although we're not willing to change our mind concerning something beneficial to us, law forced us to do so. If we don't, we're going to get fined or severe punishment. A particular case is that, in 2003, a terrible plague called SARS has brought a desaster to China. At that time we can't see people travel around cities as the usually do because it's easily for them to get contracted. We, as a middle school, student were kept living in school and get isolated from the outside. Every one who got a fever would get a comprehensive test to see whether it was caused by SARS. Spitting in public ,which is a effective way for SARS virus to infect people, was forbidden by our government, anyone who violate it would get a fine about 1000 yuan and kept into prison for 15 days. As a citizen, we have nerve encounter such law, and most of us have a tendency to spit on the street because of the bad habit. However, after some people among us got a harsh punishment, no one among us dare to spit in public, as a result, we have abjure the bad habit successfully by the enforcement of law. Even many years later, when i come back to my hometown, I seldom see people spit in public. If there is no enforcement of law, our bad habit may keep ingrained in our mind as usual even there is some ethics in the community that it's a condemning habit to spit in public.
   In some circumstance, maybe laws can't change what's in people's mind since it's really exacting and time consuming, however, it seems that this disadvantage has little influence on the consequence the law brings about. For example, as we all known, drug addicting is the notorious killer which has destroy so may harmony family and deprive many lives every year. According to WHO, it's really hard for a people to get rid of the addict in his/her mind since the drug have a function in our central neural system. Once we get connected with drug, we are controlled by them even the laws in our minds tell that: no it's illegal, no if you do it again, you will get punishment. If the drug don't have so overwhelming power, why so many addicts risks their life and property tot try to get even the minimal drugs. In this case, despite laws can't change what people think in their mind, laws do have their own advantage over ethos, law can throw you into the addictive treatment center and ensure you get proper treatment until fully cured. No matter you're willing to do it or not, laws can solve the problem and lead you to the healthy life.
   As we discussed above, we can simply draw the conclusion that laws and legal system can solve the problem no matter it can change the thought inside our mind or not.
