If I am not wrong, WVU is around 150 for full rank in US. Medical and Engineering are two of its strong colleges.
I hope each evaluation can give full details, not just say good or not.
By the way, choose a university most match you and give you the best chance. Not just the rank. Your success depends on the department, laboratory, advisor, project, not only the rank.

In my opinion, different universities have different strengths in different majors. This is the same in US and China. Some universities have low overal rank, but some majors have strong professors and can produce smart students. Further, each university has top, medium and bottom students according to their academic performances.
So, whatever university you choose in US or whatever your background university, just choose a university most match you, and finally, make you success!

One thing I need to add is:
Most students from the low rank undergraduate university in China, they already took or get a MS degree from top institutes before coming to here.
