Write a response in which you discuss the extent to which you agree or disagree with the recommendation and explain your reasoning for the position you take. In developing and supporting your position, describe specific circumstances in which adopting the recommendation would or would not be advantageous and explain how these examples shape your position.

Issue 25
Governments should offer college and university education free of charge to all students.

Write a response in which you discuss the extent to which you agree or disagree with the recommendation and explain your reasoning for the position you take. In developing and supporting your position, describe specific circumstances in which adopting the recommendation would or would not be advantageous and explain how these examples shape your position.

我的原思路：

Thesis Sentence: While it seems like making college and university free brings welfare to all students, it may be a misleading policy not only in backward country but also in well developed country.

TS1: Admittedly, free college and university education seems like an approach to release problem of education inequality, but more problems will cause.
（这段主要让步说好处，引出下面两段）

TS2: In backward country, however, free college and university education does not make sense because governments could not afford that, and financial recourses should be allocated in more urgent issues.
(Financial burden for government)

TS3: Even in well developed country, when governments could afford expenses of this policy, free college and university education is never a good choice.
（引起结构性失业。更多的人会选择读大学和高中，减少了职业技术学校的学生，使劳动力结构单一，不能满足社会需求。）

原思路存在问题和感悟：
Backward 用 developing和underdeveloped 会更好
两个分大类不需要变，落后国家的讨论可以更切题，发达国家的讨论可以更深入

讨论结果：
（１）落后国家财力有限，first priority的问题，如果中小学的教育都没有cover，资金应当用于更紧要的中小学教育免费上
（２）发达国家尽管财力能负担，但是高等教育免费是一种政府干预，高等教育不由市场力量决定，容易扭曲正常需求，造成结构性失业。
（更适合工作的人没去vocational school而去了大学。在政府未介入之前学生会在选择教育时分析成果回报，政府介入之后影响了学生的决策）
（３）对某些学生提供免费教育，如社会急需的师范、军官类学生，也可以推进一些work-study program （这一点是基于specific的需求讨论）
