题目

The following appeared in a letter sent by a committee of homeowners from the Deerhaven Acres to all homeowners in Deerhaven Acres.
'Seven years ago, homeowners in nearby Brookville community adopted a set of restrictions on how the community's yards should be landscaped and what colors the exteriors of homes should be painted. Since then, average property values have tripled in Brookville. In order to raise property values in Deerhaven Acres, we should adopt our own set of restrictions on landscaping and housepainting.'

In this argument, a committee of homeowners from Deerhave Acres (DA) recommends that they should adopt their own set of restrictions on landscaping and house painting in order to increase the value of their property . He cites the fact that the property value in Brookville community (BK) have tripled after the restrictions adopted seven years ago. I find this argument is problematic in several aspects.

First, this argument relies in the assumption that the increasing value of property in BK is only duo to the landscaping and house painting restrictions, however he fails to take into account many other possible explanations for the value increase. Perhaps, the town begin to designate BK as a commercial district which attracts many wealthy firm to purchase estate there. Or, the housing price is increasing nationalwidely because the economy developed very well during the past seven years. Any one of  these scenarios, if true, the arguer can not relies on this assumption to dram any conclusion on the effect of such measures on the property value.

Second, even if these means is effective in BK, it is not naturally applied to DA unless the difference between these two districts is so slight or irrelevant to the estate value. However, this needs not be the case. We are not informed about the taste of the potential customer of DA house. It is possible that they  prefer individualism and like to different from others. If so, the recommendation if adopted, may actually causes the value decrease.

Third, this argument relies on several other unwarranted assumptions. First, the residents of DA plan to sell their estate in DA. However, most of them is going to live here for all their life. Second, the cost of such measure is less than the prospective increasing value. Without sufficient evidences to justify this assumptions, I cannot accept these this recommendation.

In sum, this recommendation is not persuasive as it stands. To strength this argument, the arguer needs to provide convincing evidence of that there are a causal relationship between the restrictions and the property value. He also should prove that the similar measures is workable in BK and that the potential customers are interested such decorative style. To better evaluate this argument, I need to know the cost of such measure and the will of the residents.
