The author recommendates that, in the consideration of improve Hopewell's ecnonomy and generate additional tax revenues, Hopewell should build a golf course and resort hotel similar to those in Ocen View. Careful examination of the evidence cited by the author, we may find several logical flaws in the recommendation.

To begin with, the author makes a hasty generalization. Although the town of Ocean View built a new golf course and resort hotel, we cannot view it as the reason that attributes to the increment of tourism. As we know, there exist many factors which would influcence the tourism. It is likely that in the last two years, town of Ocean View protected their environment and made a good advertisement, which attract many people. Without ruling out other possibilities, we cannnot conclude that it is the golf course and resort hotel that bring people to Ocean View. Moreover, even if the increasing tourism is due to the open of the golf course and resort hotel, the author must provide the evidence that the new businesses existed is related to them. The author does not indicate the sort of the business. It is entirely possible that the new businesses are related to other fields of the bussiness other than tourism. Therefore, we cannot evaluate the recommendation. Furthermore, the rise of tax revenues cannot attribute to the new golf course and resort hotel sololy as well. Lacking the evidence of the other factors, such as, the rise in the tax rate and so on, we cannot regard it as the result of building golf course and resort hotel

In addition, the author provide no evidence that the condition in Hopewell is similar to that of Ocean View, which is an important factor to make the decision. If the condition in Hopewell is not similar to that of Ocean View, we cannot view the method used in Ocean View is effective in Hopewell as well. For example, if the geogrophical condition is not suitable to build a golf course, the investment of a golf course must be a failure, and it would not lead to the improvement in economy and additional tax revenues.

Finally, even if there exist many similarities in the condition of Hopewell and Ocean View, and the building of the golf course and resort hotel is attributed to the improvement in economy and additional tax revenus, we cannot regard it as the best way without viewing other reasonable methods. Therefore, the recommendation need compare with other advices before we accept it.

To sum up, the author need to provide more evidence to ensure that building a golf course and resort hotels would truely bring to the prosperiety in the town and more tax revenues. Moreover, comparisons of the condition of Hopewell and Ocean View and all the methods to the improvement are required to make the recommendation convincing.
