Should governments spend more money on improving roads and highways, or should governments spend more money on improving public transportation (buses, trains, subways)? Why? Use specific reasons and details to develop your essay.



Governments should spend more money on improving public transportation, such as buses and trains. This is a good way to preserve natural resources and reduce pollution. Moreover, public transportations provide lots of benefits as following.
No doubt that improving public transportation will definitely alleviate the pollution from cars. In a city with poor public transportation, the air must be polluted heavily. The city is covered with the gray sky and the flour of the gasoline. What's more, citizens may be easier to catch the breathing problems. Thus, governments should improve public transportation as a method of protecting the environment.
Moreover, improving public transportation can also preserve natural resources, like petroleum. As we know, petroleum is not a renewable natural resource. It may take thousands of years to make a litre of petroleum by natural power instead of human being. Once petroleum is exhausted, we will face a serious problem, that every tool used petroleum as motive power will have rests and public transportation will strike as well. To a certain degree, developed public transportation decrease the use of natural resources and preserve natural resources.
Another reason I agree with it is that public transportation provide a great number of ways of transportation for the poors who can't afford to buy a car or take a taxi. It is known that our citizens is not made of only persons who is able to own a car, but the very poor people are also included. Regardless of how advanced the technology is, the public apparatus should not be ignored, because it serves the people all over the city.
Nevertheless, governments should also spend money on improving roads and highways, because of its high input-output ratio. Governments can gain from it, and improve the finance of the country. But more money should spend on the improvement of public transportation

整篇文章结构比较清晰。只是有些词用得比较生硬。
