TOPIC: ARGUMENT137 - The following appeared in an editorial in the Mason City newspaper.
"At present, Mason City residents seldom use the nearby Mason River for any kind of recreational activity, even though surveys of the region's residents consistently rank water sports (swimming, fishing, and boating) as a favorite form of recreation. Since there have been complaints about the quality of the water in the river, residents must be avoiding the river because they think that it is not clean enough. But that situation is about to change: the agency responsible for rivers in our region has announced plans to clean up Mason River. Therefore, recreational use of the river is likely to increase, so the Mason City council will need to increase its budget for improvements to the publicly owned lands along the Mason River."

in this news, the writer concludes that Mason City(short for MC) council would need to increase its budget for improvements to the publicly owned lands along the Mason Rive(MR) .it seems reasonable and valid after first glance about the news, however, only the following conjectures stay persuasive, the conclusion of writer would be bailed , whereas , after chose scrutiny of facts cited in the argument, little of them could lend strong support to the conjectures.
first conjecture: people would not do recreational activity in the MR until the water could get clear.
to illustrate this conjecture, the writer cites facts of surveys of the region's residents, the study indicate that people could be fond of water sports, however, imagine that if people would just like watch water sports on TV which means they would do sports, the same result would appear in the survey. Furthmore, even people would like to do sports , they could prefer swimming pool to MR as the consideration of safety. so even the residents complained about the water quality , it would not imply they would like to do sports in the MR even the water might get clear in future.
second one: agency would clear the river, in the news , we could see that the agency responsible for rivers has announced plans to clean up MR, but the writer fail to persuade us the measures agency would take will surely alimenate the water quality ,and common sense tells us, vanish the pollution is more difficult than prevent it. once we broken the original environments, recovery nearly become impossible. So it is doubtable whether that agency could achieve their purpose or not.
third one: publicly owned lands need improve if more people have fun in MR
writer did not tell us the original circumstance of publicly owned lands, so perhaps the quality and capacity of lands could be already sufficient to meet the needs of increasing people, if so , budget to the lands along MR would be wasteful.purity ,under three conjectures above, the arguer could get his conclusion discreetly. Admittedly, to persuade readers that MC council's plan is not cursory, the writer must provide evidences to resolve the fallacies of the conjectures.
