Although the footsteps of humans have already extended to the moon and under the ocean, there always are some areas among the cities and villages where are extremely remote and accessible to only a few people. Dose government have the responsibility to preserve these publicly owned wilderness areas? In most cases, government has the obligation.
Admittedly, in developing countries, many people are suffering hunger and diseases. Deforesting the wilderness areas or hunting the feral animals probably will accelerate the local economic dramatically. In addition, in order to preserve the wilderness areas, government has to take the burden of salaries of the keepers. On balance, if the financial situation is severe of the government, or if the wilderness area is not deserved to preserve, the government could consider to give up the burden to protect the wilderness areas.
However, if the finance permits, protecting the wilderness areas in their natural state will bring many advantages. Take the Yellow River for example. Thousands of years ago, the Yellow River was not yellow. It was as clear as other rivers because the area along the river were full of trees. Nevertheless, In Qing dynasty, in order to build palaces, the emperor ordered to cut down all the trees beside the middle session of the river. From then on, the earth was exposed to the wind and eroded by the river. The proportion of sand and earth of the river increased dramatically, and now it turns out to be "Yellow River". Thus, although it seems that the areas accessible to only a few people are remote to us, the effects brought by the degradation of the environment there are tightly relevant to us.
Furthermore, some areas with little population possess the rare species of the world or other irreplaceable significance. Amazon tropic forest, for example, is one of the rare complex ecosystem on which many nearly extinct species depend. Besides, it provides large proportions of oxygen to the atmosphere everyday - so-called "the lung of the earth". Destroying the forests means a disaster for all human beings. Another example is the Himalayas Mountain, which is the highest mountain of the world. Although the environment is severe there and nearly no one could live there, the area is significant to human and deserved to be protected.
In sum, although sometimes when the financial situation is severe of the government, the government could consider to give up the burden, in most cases, government has the obligation to preserve these publicly owned wilderness areas. |
