  In this argument,the arguer recommends that each of Alta’s three work shifts be curtailed in order to reduce the number of on-the-job accidents and then increase productiviey. In support of the recommendation,the author shows the fact that Alta’s work shifts are one hour longer than Panoply’s and Alta had thirty percent more on-the-job accidents than Panoply last year.He also cites the opinion of certain experts that high rates of on-the-job accidents in Alta mainly results from lack of fatigue and sleep.While the author’s argument has some merit,it suffers from several critical problems.
      To begin with,the information provided in this argument is too vague to be reliable.The author tells us that Alta had thirty percent more on-the-job accidents than Panoply during the past year,but he fails to offer any information about other years.Perhaps last year’s situation is an exception and Alta has less on-the-job accidents during other years.Meanwhile,the author only compares the overall number of on-the-job accidents but reveals the number of per-worker accidents.It is possible that Alta has three times more workers than Panoply,then the overall number of accidents does not mean that Panoply is safer than Alta.
      Even assuming that the statistical evidence provided by the author is proved to be reliable,the argument is still questionable.The author holds the opinion that by shortening the work shifts they can reduce the number of on-the-job accidents,and thereby increase productivity.But he has not provided any substantial evidence to establish the relationship between accidents rate and productivity.Although sometimes the relationship exists,further evidence should be offered before I can totally accept the cause-and-effect relationship.
      Additionally,the author commits a fallacy of over simplification in assuming that lack of sleep is all that is required for high rate of on-the-job accidents.While the former is an important element in determine the latter,it is hardly the only one.To establish a general causal relationship between them,other factors that could result in on-the-job accidents should be considered and eliminated.For example,poor facilities and awful management also increase the possibility of on-the-job accidents.The author’s failure to take other possible explanations for the accidents rate into consideration renders the conclusion based upon it highly suspect.
      Finally,the author unfairly assumes that shortening their work shifts will let employees have more time to sleep.However,this is not necessarily the case.It is possible that workers will spend these additional time in chatting and playing.If so,then the accidents rate might not drop down.In short,unless the author can show that the plan will be effectively implemented,I cannot accept the recommendation.
      In conclusion,the recommendation is ill-founded.To strengthen this recommendation the author would have to offer more detailed evidence and rule out factors other than lack of sleep that might lead to on-the-job accidents.
