The president of Pierce University should not accept the chairperson's suggestion that the university should offer employment to the spouse of each new faculty member in order to attract most gifted teachers, if the chair can not provide sufficient evidences to show the employment of the spouse is most important factor which determines the job choice of a new teacher, to substantiate that there are sufficient similarities between two colleges to ensure the success of using the similar policy at Pierce.
First of all, the author doesn't provide sufficient evidences to substantiate that the employment of the new teacher's spouse is the most important factor which influences on a new teacher's choice of job, because, clearly, there are numerous factors which affect on a job choice, such as the level of income, chances of promotion, academic reputation of an institute, the standard of living expenses, and so on. Many variables may fail the president’s suggestion. For example, maybe most new teachers remain single. Even if they are married, they may more care about the academic reputation of the institute than the employment of the spouse; or much likely, they may prefer high salaries to a job for their spouses. The chairperson's claim would be strengthened, if he can show us sufficient evidences to prove the employment of the spouse is the most concerned factor which determines their job choices.
Second, I cannot see any evidence to show Pierce has many similarities with the universities which are surveyed by Bronston College. Clearly, the survey just shows the professors are feeling happier in small towns when their spouses are also employed in the same geographic area. But a "happier" feeling doesn't necessarily mean they will choose that college without considering other factors. And the Pierce may locate a larger city or lacks sufficient similarities with these universities which are studied in the survey. If so, it definitely fails the chairperson's claim. The author's suggestion could be more invalid, if he can provide more evidences to show these similarities.
Third, even if we concede that there are some similarities between or among these universities, we still can not conclusively support the chair's idea without providing evidences to show the increasing chances of employment for the spouses is the best way for Pierce to attract most gifted teachers. Many possibilities may fail the author's claim. For example, the university right now may not have sufficient job opening for them. The university may suffer a financial crisis which can support any increase of employments. The chair's idea would be strengthened, if he can prove the university still has many jobs available for the spouses, and the spouses will perform well in their new job placements.
