TOPIC: ARGUMENT7 - The following appeared in a letter to the editor of the Clearview newspaper.

"In the next mayoral election, residents of Clearview should vote for Ann Green, who is a member of the Good Earth Coalition, rather than for Frank Braun, a member of the Clearview town council, because the current members are not protecting our environment. For example, during the past year the number of factories in Clearview has doubled, air pollution levels have increased, and the local hospital has treated 25 percent more patients with respiratory illnesses. If we elect Ann Green, the environmental problems in Clearview will certainly be solved."

While it seems at first glance that the increased number of factories, increasing levels of air pollution, and the increased patients with respiratory illness indicate that environmental condition in Clearview has declined during Frank Braun's tenure and in order to improve the condition residents in Clearview should change a major, before the final decision is made, a careful scrutiny of the environmental condition mentioned by the arguer in Clearview is necessary to determine whether the condition is declining and whether FB is responsible for it.

In the first place, the evidences the arguer provides are insufficient to judge whether the environmental condition in Clearview has really declined or not. For one thing, the arguer unfairly assumes that the increased number of factories will inevitably result in the air pollution, however that need not be the case. The newly established factories may actually be environmentally friendly ones, which are under careful supervision of FB's government and will not contribute to the air pollution. Thus there may be other reasons for the increased levels of air pollution in Clearview. It's entirely possible that the increased levels of air pollution originate from other cities, which emit plenty of industrial gases into the air and the wind brings them here. If so, the increased number of factories should not be responsible for the air pollution, and the air pollution levels won’t be diminished even if the most effective major is elected unless other cities pay enough attentions to their own environmental problems, and would be responsible for the well-being of Clearview. For another, the arguer confuses respiratory illness with the reaction of air pollution. Nevertheless, common sense tells us that many other factors apart from air pollution would contribute to the illness. Is it because the aged population in Clearview has increased? Or is the respiratory the consequence of pollen allergy? Either scenario, if true, would undermine the arguer's assumption that Clearview is suffering from the increased levels of air pollution.

Secondly, while Ann Green is a member of the Good Earth Coalition, he is not necessarily more concerned about the environmental problems that FB. Since the Good Earth Coalition is just an institution, common sense tells us that just be a member of such an institution cannot guarantee that he/she is actually concerned about the environment. More concrete evidences concerning Ann Green's attitudes towards the environment are need before we judge whether he cares about the environment or not. Besides, granted that the environmental conditions have become worse during FB's tenure, FB may actually be quite concerned about the issue and has urged the congress to promulgate regulations to protect the environment but unfortunately failed because most of the congress members are more concerned about their current interest rather than the sustainable development of Clearview. If so, even if AG is more concerned about the environment and determines to improve the condition in Clearview, a merely shifted office to AG may be insufficient to solve the tough issue.

In conclusion, although the arguer is acting for the benefit of all the residents in Clearview, he/she may actually blame their innocent mayor unless they find out the genuine environmental condition in the cities and the real reasons that give rise to it. Besides, whether AG is a best choice is open to doubt even if he is more concerned about the environmental problem, after all, concern is one thing and the ability to improve the condition is another thing.
