TOPIC: ISSUE56 - "Governments should focus more on solving the immediate problems of today rather than trying to solve the anticipated problems of the future."
不能过分关注眼前问题,而没有远见!
确实一些问题非常紧迫并且危机人类生命。SARS
但是,如果忽视anticipated problem 甚至会威胁社会和人类的存亡,如果社会、人类不存在,一切还有什么意义呢?教育。环境保护。
有时,紧迫问题和长远问题只是同一问题的不同侧面和不同阶段。不可以人为的割裂他们的联系。否则我们无法真正解决困难,甚至无法发现背后真正的原因。
因此,当把力量主要集中在当今急迫的问题而非长远的问题时,已经非常糟糕了。更糟的是人为地分割immediate problems 和 anticipated probles 的联系,会让我们哪个问题都解决不了。
Should governments focus more on solving the immediate problems of today rather than trying to solve the anticipated problems of the future? The speaker claims so, for the reason that the problems are too urgent to be delayed and closely connected with our people's daily life. It might be tempting to agree with the speaker on the basis that protect the benefits of citizens is government's reponsibilty . Otherwise, in my opinion, governments cannot overamphisize the significance of urgent problems while neglect the importance of the anticipated problems of the future,as the following discussed.
To begin with, some immediate social crisises occur without interval of time and will endanger our life. Take, for instance, the infectious diseases’ outbreak and control as an example. The epidemic of SARS , Severe Acute Respiratory Syndrome ,appears to have started in Guangdong Province, China in November 2002 and then spread all over the world.. Chinese government repond immediatey and effectively to control the infection of SARS and approve SARS vaccine experiment. The Ministry of Health set up comprehensive emergency-reponse system and demanded hospitals and centers for the prevention and control of diseases at all levels of countries started to report infectious diseases to the central government through Internet and exercise supervision.Goverment’s villigance on this epidemic and timely and successfully actions have saved thousands of life.
What’s more, admittedly , certain social issues sometimes threaten the existence of a society and people’s life instantly ,however overlooking the predictable problems makes the existence of people meaningless and may be a potential menace to our society ‘s future, let alone the governments . There are two strong examples to illustrate my point . Firstly, governments will not benefit directly through education ,however this cannot be the reason we neglect education problems. The utilitarian and pragmatic preference towards education in certain parents will lead a deminish sense of creative thinking in acadamic field and make young people lose their passion and fighting desire. If the youth , the master of our future society, cannot put their ninety-nine perspiration ,just like Thomas Edison’s famous aphorism, into what their concerning on, our society’s development will come to an end. Secondly, making concern on the environmental problems can never be too careful. It was the industrial revolution that gave birth to environmental pollution as we know it today. The emergence of great factories and consumption of immense quantities of coal and other fossil fuels gave rise to unprecedented air pollution and the large volume of industrial chemical discharges added to the growing load of untreated human waste.Although the process is slow and invisible ,the accumulated consequence will be fatal to our society . Since without the comfortable and fitable natural environment , human being will not exist . What’s more , economy and politic will be pointless either.
Finally, closely relationship exist between the instant problems and future problems ,thus it is a mistake to sepertate them artificially. The instant issue and the uninstant issue may be the two differnet phases of one problem . We will fail to find the proper way to settle it out if we see it as two things. Here is a good example that can give some light to my reason. Diabetes will lead lots of complications gradually,such as heart attack ,high blood pressue and so on. Either the heart attack or hypertension is the surfacial appearance of the disease in different times ,but not the basically reason. Only combine the phenonmenons of a disease and find the true reason behind the surface , can a problem really resolved. So does the political decisions made by governments will .
In sum, from the passage we discussed above , we can safely draw the conclusion that it is inproperable to pay much attention on immediate social problems in stead of anticipated quandaries which are not extremely serious . What’s more, the much worse thing is that people devide one problem into two issues deliberately and do not recognize what they are doing. |
