In this argument, the author claims that a bicycle lane should be added instead of traffic lane for reduce rush-hour traffic on Blue Highway, and he considers this measure will succeed. To support this recommendation, the author provides a situation of the rush hour traffic on Blue Highway, besides, he points out that many citizens of Shady Village(SV) are avid bicyclists, in the end, the author also provides a recent questionnaire. However, I am afraid this argument can hardly bear further consideration since there are several logical fallacies in it and the author ignores some details.
First of all, the author relies on an unfair analogy between BH and GH, problems happened on GH would not necessarily happen on BH. Different highway has different situation, there are conditions will affect the traffic problem. For example, the environment condition, the road condition and the population, which may cause the traffic jams on GH, rather on BH. Moreover, the fact that rush- hour traffic jams increased there this past winter at Green Highway may result from the traffic jams in winter. In the winter the road face was too slipped, and people driven slowly so that cause the traffic jams maybe one of the reasons of the traffic jams. Without this information, the author cannot draw a conclusion in this argument hastily.
In addition, there are many citizens of SV are avid bicyclists can not be an evidence, because it does not indicate that they will drive the bicyclists on the BH for commuting. To drive bicycle may just their hobby, so that they would drive the bicycle only on free times, rather for commuting. Even if they will use bicycle on BH for commuting, the author does not provides the concrete number of the avid bicyclists in SV are using BH, and what percentage of the all citizens are avid bicyclists.
Moreover, 75 percent of respondents to the questionnaire said they would like to bicycle more hours than they currently do can not accept. The author fails to provide the concrete quantity and quality of it. On one hand, if the number of the questionnaire is too small, the result may not represent all the residents; on the other hand, the author ignores the possibility that maybe the people who are interested in bicycling are more likely to respond to the questionnaire. Even though the questionnaire is reliable, there is no evidence that these people will use bicycle in daily commuting.
To sum up, the argument is unpersuasive. If the author hopes to convince people to accept this advice, he should provide more information about it. For example, the comparability of the two highways; if there is a necessary of build the bicycle lane; and the totally number of these presidents who drive bicycle on the highway. Without the information, the author can not convince anybody to accept this recommendation.
