I am writing this letter for an urgent request to retrieve my passport from the consular’s office in Shanghai, in order to attend the visa interview in Poland consular’s office in Shanghai.
Here is the situation. I am a graduate PhD student in the Division of Applied Mathematics at Brown University. My application of F1 visa is now undergoing administrative processing since I had my interview in Shanghai on June 19th. At the interview I explained my urgent situation to the visa officer that I need to attend an international Mathematics meeting on Levy processes, fully funded by the National Science Foundation, and I will have a huge difficulty of moving out of the old apartment if I cannot return to the US before the end of June in 2013. I have canceled my old air ticket back to the US and now have to buy a new one in the future. If I cannot make it to the Levy process meeting in Poland I will need to pay the National Science Foundation back the air ticket between Poland and the US although I cannot go there. The visa officer, at the interview, told me that the administrative processing of mine will only take one to two weeks, and he said that I should be able to return to the US to process several issues on time before the end of June. However, now it is already at the end of the two weeks as he mentioned but my case is still under administrative processing. I handed in my visa application material early at the very beginning of June in Guangzhou, but because of this administrative processing I am not able to go back to the US to work on my research for one month.
I understand that sometimes the visa officer gave a too optimistic estimate of the processing time. Would you please kindly help me to return my passport to me temporarily while you are still administrative processing my F1 visa case? And I will return to your consular’s office once the F1 visa is issued and get the visa sticker on my passport. (I do not mean to cancel the visa application. I only mean to take back my passport for another urgent use.)
