66The following appeared in a letter from a firm providing investment advice to a client.

"Homes in the northeastern United States, where winters are typically cold, have traditionally used oil as their major fuel for heating. Last year that region experienced 90 days with below-average temperatures, and climate forecasters at Waymarsh University predict that this weather pattern will continue for several more years. Furthermore, many new homes have been built in this region during the past year. Because of these developments, we predict an increased demand for heating oil and recommend investment in Consolidated Industries, one of whose major business operations is the retail sale of home heating oil."

This argument assert that because climate forecasters at Waymarsh University predicted that the cold climate in the northern part of United states will last for several years, and because the traditional fuel for heating in this area is oil, more effort should be paid in Consolidated Industries to enhance the retail sale of home heating oil. It seems reasonable to some extent, but a close study of the evidence of this procedure to reach the conclusion as well as the evidence to support the assertion, we would find flaws and evidence that seem to be not so adequate.

This argument assert that the following years' climate would be colder than usual depended on the conclusion made by climate forecasters at Waymarsh University is not so convincing enough. We know nothing about the ability that these climate forecasters in predicting the future climate. Even if their ability in forecasting during the past years proved correct and reasonable, we could not totally believe that this years' prediction is correct and exactly. For prediction in itself has some extent of inaccuracy, no matter how well our apparatus and forecast device are, and no matter how experienced our forecasters are. Thus the assertion that the next years' climate will be colder is not so convincing.

And another flaw exist which may be a more conspicuous one. Provide the traditional fuel in this area for heating is oil; we could not able to conclude that heating oil will permanently be the heating resource. One of a possibility is because the lasting cold during the past years, as the argument pointed out, citizens in this area may tend to change a new of heating device which perform better and more efficient. Thus the demand for oil may dwindle in certain measure.

Even provide the next year are cold and the traditional heating device not change at all, we can not able certain that retail sale occupied a great part for people in buying heating oil. Maybe people tend to buy their oil directly from the factory, and may be the government often helps the habitat in buying their oil.

In conclusion, because we are not able to sure the next year's climate by just a result from a university, and we are not able to ascertain the peoples' heating device will not change due to cold climate, and because we have never able to know how citizen bought their oil, we can never get the conclusion that recommend investment in Consolidated Industries is a sounding advice.
