8. "It is often necessary, even desirable, for political leaders to withhold information from the public."

In the democratic society, people have the rights to know about the information of the whole nation, especially that concerning about their interests. However, in some circustances, it is necessary, even desirable, for political leaders to withhold information from the public.
To begin with, it is meaningful to make some information of government transparency in two ascepts. First, the work of the government would become more efficient under the superintend of citizens. The main purpose of the administration is to balance the interests, to create harmonous environment for people's life. And it is people who grant politicals leaders rights to make them sever the people whole-heartedly. However, in our daily life we see a lot of examples that some leaders abused their privileges. What is the reason? Leaders themselves cause so, but we cannot denying that we have not superintended the privileges efficiently which the reality calls for. So relevant information should be so open to people that we can ensure some rights are used in a proper way instead of becoming the implements of some leaders for their own interests.
Second, if some information is disclosed to the citizens, they can actively take part in the process of making public policy and adminstration of the city or even the nation. What is government to do is for people. In some sense, the policy and regulations would be better accroding to the interests of people unless people join in the adminstration. On the other hand, this measure can also cultivate the patriotism of people, and the whole country would be more powerful as a result.
However, when it comes to the information referring to the security and interests of the country and its people, political leaders must withhold information from the public, or it would do potential harm to the country including people. Take the stratiges to deals with the terroists for instance. For the terroists threaten the public's security of fortune even lifes, if the plan of overthrowing them by the government disclosed, it would be a disaster and we cannot evaluate the loss that will be brought out.
In sum, it is a virtue and a responsibility for the political leaders to make information open to the public except that concerning about the cuntry’s secrets, moreover it will do benefit to people and the government and make the country better developed. On contrast, the philosophical underpinnings of the democratic climate would be ruined if political leaders conceal the information at their will.
