题目:ARGUMENT178 - The following appeared in the annual report from the president of the National Brush Company.

"In order to save money, we at the National Brush Company have decided to pay our employees for each brush they produce instead of for the time they spend producing brushes. We believe that this policy will lead to the production of more and better brushes, will allow us to reduce our staff size, and will enable the company factories to operate for fewer hours-resulting in savings on electricity and security costs. These changes will ensure that the best workers keep their jobs and that the company will earn a profit in the coming year."

In this annual report, the president of National Brush Company (NBC ) asserts that employers shall be paid in number of their products instead of in time to save money. To support his point, the president alleges this policy will lead to rise in production, quality and saving of staff size, work time and thus the costs. Overoptimistically, president claims best workers will be left and more profits will be made in the following year. However , a series of groundless assumptions and logical flaws weaken this substantiation and thus make its conclusion suspicious.

First of all, president seems to de confident that this revolution in payment will cause rises in production and quality. However, this statement is based on the assumption that workers will consciously pay attention to the quality. Without this premise, the policy will merely lead to a facial rise in production - qualified and unqualified altogether. Consequently , the production of qualified products may even descend as well as the average quality.

At the same time, since real production remains to be judged, the decrease in number of workers is unstable. It isn't hard to imagine that in order to maintain products' quality at an acceptable level, more worker shall be hired as checkers. So do storage managers and market managers, and maybe trash cleaners - to collect and throw away unqualified products. Ironically, more staff and money as salaries are required at last,

Yet another unsupported assumption exists in the word " this will enable the company factories to operate for fewer hours ". However, we shouldn't deny the possibility that workers may ask for more work time to produce more and more unqualified products. And even worse, they may demand a flexible wok time regulation in which the factory have to open its door whenever a staff want to work. In these situations , the factory suffers from long work time along with more costs on electricity and security.

Last but not least, this policy alone won't guarantee that best workers own more advantages. We shall define best workers as those produce most qualified products in unit work time, but they may be not those produce most. As a result, best workers can feel kind of unfair or unvalued and choose to leave, which is opposite to president's prediction.

In conclusion, the president's conclusion rests on suspicious analysis and unsupported assumptions as discussed above and thus seems to be unconvincing. To better illustration, the president must analyze these assumptions more clearly.
