56"Governments should focus more on solving the immediate problems of today rather than trying to solve the anticipated problems of the future."
Though different governments have different conceptions of their duty, several functions are shared generally such as consolidating the state political power, promoting the general welfare, repelling foreign invasions, etc. and all these can be concluded in solving manifold problems. Usually, the government should set priorities to those problems, even make choices, since its energy are limited, so are the capital and resources of a country. Than, which is more important, the immediate problems of today, or the anticipated ones of the future?
Undoubtedly, many immediate problems such as unemployment, epidemics and some unexpected natural calamities will negatively influence social stability and sustainable development, thus deserving government's urgent and special attention. Moreover, fateful consequences will occur if these things are procrastinated, and at that time it will cost much more to settle. For instance, in the current time when the whole world are confronting with an outbreak of a troubling flu virus, the health departments should make every efforts to prevent and control the A (H1N1) influenza epidemic from developing into an irreversible catastrophe, measures should be taken like building a focused information, communication and response system, developing vaccine to fight for it. While some latent threats to human's health including malaise, mass neurosis, irrationality and free-floating violence may be considered later.
However, a wise government should never be improvident which means narrowly focusing on the contemporary life, so instead of ignoring anticipated problems, making preparations for the future is necessary. Firstly, we might well reap the consequences if we always indulged in wishful thinking, for no one can ensure that the so-called anticipated problems will beyond our own future.
Additionally, it is compulsory for us to be responsible for our descendants and leave them with a sustainable earth on which they can continue the prosperous lives. Therefore, we should take some predictable problems in the future into account before it becomes formidable. And there exists many anticipated problems indeed, like the problem of population aging, which can be reassured by improving the old-age insurance system from now on; and the energy shortage, requiring a long-term developing of new sources of energy. Briefly, every evil in the bud is easily crushed.
All in all, every government should formulate a plan for solving problems based on the order of their significance and urgency in order to be effective. Namely, our government should make full use of finite financial and natural resource on both the pressing problems and anticipated ones in the future by assigning each kind of problems some resource according to a moderate proportion.
Only the balance in solving these two types of problems can guarantee the society developed in a sustainable way and free from unrest and instability. So it is incontrovertible to remove some forests for cultivation when the food deficits were widening and famine was unfolding in the whole country.
To sum up, the author's statement is lopsided, the comparison of necessity of the immediate problems and participated ones is somewhat meaningless, and a balance between them may be more reasonable. |
