作者认为the public有时应该be informed,有时不应该,这个观点当然没问题。作者认为有时不应该be informed是因为some information may be sensitive and can make the public upset, not good for the situation,也未尝不可。关键问题在作者认为the public有时应该be informed 是因为他们has a right to be informed。如果作者认为公众有权利be informed,那么他们也自然有权利知道那些sensitive的information,而作者在第二段论述的观点就变成了政府在某些情况下应该侵犯公众的权力,这显然不合乎常理。
