Dear Applicant,

Thank you for your interest in our postgraduate programme. You may apply for our postgraduate programmes by submitting your up-to-date official transcript first. The selection panel will review your qualification in details after the application deadline. If you are short-listed for admission, a conditional offer letter will be issued to you to ask you to submit the outstanding documents before the admission date. If you cannot submit these documents by then, you will be disqualified. Please note that the application fee, once paid, is not refundable.
这是小米给我的回复，我的问题是目前没有英语成绩能不能先申请拿到condional offer后在补交，依据他回复的内容是可以的，那么他说的最后一句， Please note that the application fee, once paid, is not refundable，是不是告诉我其实不用申了，没什么希望，而且申请费是不退的呢，真的好杞人忧天哦

不是不要申请，是申请费不退，给不给conditional offer得学校看了你背景再决定。
ps：lz不要太胡思乱想哈，镇定镇定。。。

no need to worry.

The last sentence just notifies you that under the situation you cannot submit these documents by then, you will be disqualified and you would not be able to get your application fee back~
