"Government should place few, if any, restrictions on scientific research and development"

Above all, it is necessary to discuss the relation between government and scientists. The latter focuses on scientific researches and technological achievements. In comparison with scientists, government pays more attention to life of citizens; indeed, a good government works mostly for society development. Since there is little connection between both initial goals, government and scientific activities seem hardly to contradict each other. Thus, the so-called 'restriction' takes place under certain conditions. In essence, what the speaker asserts fails to fit the fact without classifying cases.

Of course government is in favor of scientific research when the result of it does good to society-it helps improve productivity, lighten certain burdens and the like. After all, such development is a harvest in science, and likewise it provides government with a step closer to its goal.

Here is a possible scenario to illustrate the point. Geographers' study on geology, climate and other related factors can be traced back over one thousand years. Human have never stopped exploring information in that field because what the study outcomes has done favor for agriculture, such as cultivation and fishing. Agriculture is to man what water is to fish. In addition, biological researches try to decipher how living organisms derived from inorganic circumstances at the very beginning of life. Though biological scientists haven't revealed the key to that mysterious question, their attempts are not in vain. With the help of biological progress, modern medicine can increase man's life span.

As a result, government will place few, if any, restrictions on scientific research and development as long as we can foresee the acceptable or even outstanding results. In fact, the support in both spirit and material should be offered even if the result didn't meet the expectation.

In contrast, government is sure to limit even stop the scientific projects once found harmful to society in any case. Again, government takes measures in terms of how that matter means to influence man's life. As a typical example in 1960s, a semi-synthetic drug mostly for mental illness once was well known for its psychological effects-people who overtook the drug lost common sense, feeling that time distorts, spirit experiences visional matters and so on. Some artists looked for inspiration via the metal medicine. What was worse, the youth then took it as a way of libration. But some of them even killed themselves for excessive amount, unconsciously. A string of negative events led to a legal ending of the useful drug. The government of the USA then placed a restriction on the substance and the further researches on it.

Thus, considering about the influence of environment, ethical or moral balance, and some other aspects, government is believed to restrict relevant scientific activities.

Accordingly, legal and potential, scientific research owns its rights to go on despite barrier from any fields. Government should especially support such researches for their probable achievements in store. After all, either scientific activity or government work ends up with the same final goal, that is, to satisfy man's needs and improve social life. For instance, chemical science provides us with approaches to testing the environment and advising to get rid of pollutions; physical science studies how various kinds of energy are converted into one another, taken electricity coming from the sea wave force as an example; mathematical science undoubtedly contributes the most to society and our science development for its long history, fundamental theories, and significant math model, which is suited for practical problems almost in each field.

All in all, we can hardly point how much government should do with scientific research and development under no given situations. However, it is clear that government ought to do something for the final goal government and scientists share.
