43. To be an effective leader, a public official must maintain the highest ethical and moral standards.

The request for leaders’ ethical and moral standards is increasing nowadays. For leaders are not the same as monks, I assert that the highest ethical and moral standard is not necessary in an effective leadership.

On the one hand, what’s the quality for an effective leader? A American president, Truman said:“A leader is a man who has the ability to get other people to do what they do not want to do, and like it.” Let me pick up a example from the history of China to find a concrete answer. During period of chaos among three countries, Liu Bei, a noble, who has his own military, accompanied with his intimate friends, contest with other two forces for the Chinese land. History record depicts Liu Bei as a person not as smart and wise as his military counsel ZhuGeLiang and not as brave and valiant as his officer GuanYu. There are so many competent followers whose capacity highly beyond him joined his army. Why were these people willing to be led by him? LiuBei acted as a leader who gather and urge the followers to cooperate and function in their own position. The only virtue for leaders is to agglomerate, guide, and inspire their underlings.  

On the other hand, over exigency for leaders in a moral level is infeasible and unnecessary. Leaders cannot equal to sages and they cannot avoid of human desire and weakness. For example, Bill Clinton, who had led American out of the shadow of deficit and reversed the decline of economic, eventually was impeached and lost his position because of the sex scandal. A sex scandal means he is not loyal to his wife but his denying and chicanery about this affair means he is not loyal to his people. As a leader, lying to his people is unforgivable rather than the pink news itself. People did not require the multi-facet for their leader such as a good husband; instead, the only essential human virtue cannot be ignored.

On the contrary, leaders who attain the highest ethical and moral standards may lay some neglect effect on the leadership. Derive from the ancient times, the sages always perfect themselves alone. They even cannot dissolve into the society, for they can hardly abide the others’ disgraceful behavior or conception. If leaders were prided with the sages’ morality, they could not understand the following’s feeling and needs. A philosophy had said: “leaders are psychologists. They act upon their ideas what drives and motivate people, what people want and how to get it.” To leader the common mass, one should a lead an ordinary life and the thought and feeling will connect with others. Over high moral extent only conduce a isolate to the followers.

In sum, leader is not the highest moral person in the comity but the cohesion to the followers. Essential ethic is enough to deserve a name of leader while over require for ethic will not do much good at all.
