这样的录取程序正常么？AD未到学校先要发I-20??

今天收到Ohio U 的邮件。
它家3-25就给我来了Email Admission Letter, 但是纸质的录取通知迟迟到现在也没收到~~这正常么？？
写信给小米催问是否已寄出纸质Admission Letter, 一般多长时间到之类的~也没回
结果今天突然就从研究生院International Records那里来了一封信，要我重新寄资金证明什么的（我之前已经寄过财产证明了啊……），原信如下：
The Graduate College has processed your fall quarter admission letter, however the following are required PRIOR to issuance of your fall I-20:
1) A letter from your sponsor that includes your name, states the sponsor's relationship to you, and specifies the amount, in U.S. dollars, they are providing for your support.
(The letter received does not specify an amount in U.S. dollars)
2) Financial documents (ISSUED ACCORDING TO THE GUIDELINES) listed on page two, of the Ohio University Financial Support Form under "Important Information about Financial Documents" showing $29808
<http://www.ohio.edu/graduate/international/>.
NOTE: Ohio University will accept Certificates of Deposit from China but ONLY IF the maturity/expiry date is PRIOR to the date you are required to report to Ohio University which is 8/27/2009.
（这句到底啥意思？如果只接受开学前就到期的财产证明~不是很奇怪的逻辑？那如果开学前把钱都取走了~哪里还有可以证明的财产……奇怪的逻辑。。。所以我总觉得应该是证明开学前不到期的财产啊……）
Please submit a new statement that indicates each account number and balance with the maturity/expiry date.

是不是这样理解啊，证明只需要开到能够保证签证吧，开学了不需要取钱么，
