句子理解……

这篇文章真的是太难理解了……难道这就是中外之间的思维差异吗？？
有几个句子，真的是理解不了……
麻烦大家各抒己见……指点江山……呵呵

         whether 引导的主句，理解不了，主要问题是主语是哪个？ as international organizations 怎么理解？作文国际组织？ARE 是谓语，仅仅是人类行为的延伸？ 后面那句是，如果人类冲突不能在国内解决？那么他们也不可能在国际上解决？是这样理解吗？

         However, although I respect the aims of the international community to resolve the issue of environmental pollution and support their cause, I do not believe it is the best or only way to protect the environment; in fact, it is only a small part of what is needed in a global initiative。
         
          这句话，我的理解是，然而，尽管我尊重{the aims of 是目标的意思}国际团体解决环境污染问题和支持这项事业，问题1：the aims of 怎么理解呢？
     
            我不认为这是最好的或者是唯一的保护环境的方法，问题2：怎么又用分号？

            后面那句话，理解不了……

这些听起来想乌托邦，但是他不是，问题一：这个为什么要用分号，
如果一个国家在他的教育系统中存在重要的问题那么{问题2：it指代国家，对吧} 这个国家应该实现对世界问题的贡献
也许有长期解决的办法，后面这句翻译不出来了…………问题3

第一个句子其实as后面接的整个一个句子是做为一个重句，as理解成"因为"，表述的是前面结论的原因。前面的结论就是"Whether this will resolve the problem is very unlikely"。这里"Whether this will resolve the problem "做主语，"is"作谓语。。。大致就是这样理解吧。

第二个句子也许应该把“the aims of the international community to resolve the issue of environmental pollution”作为一个整体来理解。大意就是international community的aims是 resolve the issue of environmental pollution

There are perhaps long term solutions, but they are more realistic solutions than setting up yet another international organization. ==》 也许有长期的解决方案，但是这些是现实的解决方案而不仅仅是建立另一个国际组织==》我不明白这里为什么要用but，还是这里的"they are " 应该是 "there are " ?
