issue69"Government should place few, if any, restrictions on scientific research and development"

Scientific research and development has kept a close relationship with the development of human beings throughout history. Considering the negative consequence due to several scientific researches, moderate management to those areas is of great necessity. Meanwhile, however, government should not over place restrictions which may otherwise fetter the science.


Restrictions from government are necessary in order to direct scientific research in a right way and lead it to make contributions instead of destructions to the society. As we know, lawmaking is a good way to prevent crime. Similarly, the restrictions to researches can avoid science and technology being misused. Just think about the nuclear weapon, if every company has the right to develop it, the result will be catastrophic. What’s more, since many scientific researches are based on adequate amount of money fund and other resources, it is necessary for the government to keep a balance between the development of science and prosperity of the society. Thus, it is reasonable for governor to put restricts on some research areas.


However, on the other hand, if government over emphasizes the harm, mainly the impact of ideology, some controversial scientific research will bring to and puts too much restriction on it, then we may miss the chance to make breakthroughs. Take, the Middle age, as an example. It is a time when the church held the real power of a country. In order to maintain sacred power of religion, the church made great effort to suppress all behaviors acting against their will, one of which is the effort scientists made to explore the truth. The church banned almost everything connected with the scientific research, not to mention those exciting discoveries. Under such an environment, even a little step forward inevitably took great sacrifice. And this is the restriction of our thought that makes us trapped in the same place.



And there is a similar example, under the administration of George bush, American government has imposed strict limits on stem cell research capping the available sources of stem cells and denying federal funding for research using therapeutic cloning in consideration of ethics, which lead to the drawbacks of America' research on this area. While on march the 11, President Obama lifted this strict limits pledging that his administration will "make scientific decisions based on facts, not ideology", this will be a good piece of information for those who have incurable diseases. Actually, the complex reality calls for a balance between the permit of some debatable areas and the keep of morals.


To sum up, government' restrictions on scientific research have its positive influence on promoting scientific achievements to better use, however if over use this right, it will also greatly hinder the progress of science.

ARGUMENT210 The following is a letter to the editor of a news magazine.
"Clearly, the successful use of robots on missions to explore outer space in the past 20 years demonstrates that robots could be increasingly used to perform factory work more effectively, efficiently, and profitably than human factory workers. The use of robots in factories would offer several advantages. First, robots never get sick, so absenteeism would be reduced. Second, robots do not make mistakes, so factories would increase their output. Finally, the use of robots would also improve the morale of factory workers, since factory work can be so boring that many workers would be glad to shift to more interesting kinds of tasks."

论点:在工业中使用机器人可以提高效率、产量和利润
可行性:外太空探索中已成熟应用
有利性:无旷工;无错误;提高道德水准
批驳
1、假设外太空中的成熟应用就可以在工业中成熟应用是不一定成立。投资的花费可能会很大,影响公司利润;一些精细的工作无法被机器人代替
2、机器带来的一个问题是只能做单一化的产品,现在很多市场竞争激烈,公司的产品必须随时变化,如果这样的话,可能导致机器人的利用率并不高,导致浪费
3、没有考虑到使用自动化产品后,可能带来的工人失业问题,这个问题可能会比单调工作带来的道德问题更严重

全文基本观点单薄了点,只说了要限制但不能过头两方面,也许你可以按你思路进一步论述一下。

这道题目,我后来遇到的困难就是提出了一个要不能不限制又不能太限制的观点,这个度的推进很难把握,只能正面写一下政府一定要限制,反面写一下过度也不行,但真正的问题是怎么去掌握这个度,怎么在有争议的情况下判断到底该不该去限制,奥巴马取消布什的禁令就是一个很典型的例子,一方认为这已经是道德底线了,一方认为这样能够治愈很多病人,但道德底线在哪里,谁都说不清。
这个例子因为离现实太近,作为证据的确不足,还是你用的引出会更加合适
