偶决定要继续GRE之旅了，这是第一篇文章，花了一个小时的时间，已经两年没学英语了，很是吃力，望大家不吝赐教，尽情提意见。

Is it often necessary, even desirable, for political leaders to withhold information from the public? If I agree with such viewpoint, then it seems that dishonesty is necessary to become a real political leader. If I don’t agree with that, who believes complete politician exists in the world? However, the real problem lies in what context that the political leaders meet with.


It is understandable for political leaders to withhold information from the public sometimes, especially involvingthe nation’s military and financial intelligence. That can not only contribute to the nation security but also help the public in a steady mood, ensuring the society in a normal order, which is the very essential root that the publiclife based on. For example, when knowing that the neighbor country will attend an attack from the intelligence agency, if the politician speaks out to the whole public immediately, then the great panic brings about, the society will be in a very disarray. Obviously, such indeed is unwise for a politician to take. On the contrary, the politician，firstly，should withhold information , make sure whether the information is true and the details about the enemy’s army arrangement, and then hold meeting with the military and diplomacy leaders to discuss the responsive strategy. Such indeed is tenable,as well as dealing with the other analogy cases.

However, the reason above cannot become the excuses for the dictators to fool people and execute their authority. As the matter of fact, the politician’s deception pervades in the political world. Therefore, transparency takes an important role in the long road to democracy. At most time, politician must show his honesty and respect to the whole public. When the political leader is being elected, they should talk to the public their political mentality and measures to manage the important social problems. When the political leader and his party takes control in the nation power, they must open to the public that what the situation home and abroad is , what measures they will take and the reasons why takes these measures, so the citizen can understand the politicians’ purpose and can express their own opinion about these measures, even query them.

One effective way to distinguish the right information withhold and the deliberate deception is systematic and extensive supervision mechanism system, including the publicsupervision, the partisan supervision and bipartisan supervision mechanism.The three mechanisms in essence call for a proper political institution. And the separation of the executive, legislative and judicial powers and multiparty system in western governments shows a good example compared with the other counties.

To sum up, I concede that whether political can withhold information from the public depends on the complex context they meet with. The fundamental position is to make the country independent, security and democracy. The responsible politicians should make balance between showing his honesty and deception. And an effective supervision mechanism system guarantees the rationality of the deeds.
