ARGUMENT184 - In the Bayhead Public Library, books that are rarely borrowed continue to take up shelf space year after year, while people who want to read a recent novel frequently find that the library's only copy is checked out. Clearly, the library's plan to replace books that are borrowed no more than once a year with sufficient copies of more recent books will solve this problem. The protest we have heard since this plan was made public has come from a small, and thus unrepresentative, group of some thirty people and so should therefore be ignored.

The author advocates to replace seldom borrowed books with sufficient recent books copies to solve the problem that some readers might not get their needed books on time. To bolster the suggestion, the author even neglected a seemingly unpresentative protest. Close scrutinies would reveal how groundless the argument is.
To begin with, replacing books in Bayhead Public Library is advocated because people find difficulties in borrowing recent novels. What the author might have ignored is that a library usually have far more books than recent novels. The argument provides no information about whether the vast majority of books other than recent novels are as well in great demand. Therefore, without evidence favoring this, the author cannot convince me of the book-replacement plan.
Even if books of all fields are in great demand, and thus a big book-replacement plan is due, there's no evidence that replacing less frequently borrowed books will be sufficient to solve the problem. Perhaps the less borrowed books will one day become a new fashion when these books are in bigger demand than currently. At that time, the shortage of these books will create similar problems. Without ruling out these possibilities, the book-replacement method seems not a perfect choice.
In addition, the author assertively ignored a protest considering the size of the group protesting. However, the group being simply small doesn't necessarily indicate that it's unrepresentative. A small group of experienced veterans or experts may be much more representative than a large group of ordinary people.  Besides, the protest was heard after this plan was made public.  What this argument doesn't show is whether there exists more protest before the revelation of the plan. Considering so many potential protest, some of which might be well-representative, it's reckless to overlook them and assertively agree with the replacement plan.
In sum, the argument is entirely unpersuasive. The author is not clear with what and how many books are in shortage, nor is he sure about the effect of the book-replacement plan. Meanwhile a neglect over the protest is equally controversial. I would need more details about the book shortage and the protest, and the estimate effect of the replacement plan, to better bolster the argument.
