题目：ARGUMENT25 - The following appeared in a memo from the mayor of the town of Hopewell.

"Two years ago, the town of Ocean View built a new municipal golf course and resort hotel. During the past two years, tourism in Ocean View has increased, new businesses have opened there, and Ocean View's tax revenues have risen by 30 percent. The best way to improve Hopewell's economy, and generate additional tax revenues, is to build a golf course and resort hotel similar to those in Ocean View."

In the argument, the author recommend that the best to improve Hopewell’s economy is taking the similar measures as Ocean View to built a new municipal gold course and resort hotel. To support the recommendation the author cites piece of evidence that after build the service Ocean View’s tax revenues have risen by 30 percent. Although this argument seems logical on the surface, after a close analysis, it reveal vulnerable in several aspects.

In the first place, the author fails to consider that the booming of the Ocean View due to the new municipal golf course and resort hotel were built instead other relative factors. Citing the evidence to support the assumption that the number of tourism and tax revenues have risen after the period the municipal golf course and resort hotel were built might be a coincidence. Perhaps the real reason of the Ocean View's prosperous due to those new businesses were opened in two years ago, which directly contribute to the increasing number of the tourism and tax risen. Without taking into account such alternative explanations, the author asserts that the prosperity of Ocean View due to the municipal golf course and resort hotel is unwarranted.

In addition, even assuming that after built those new service industries which caused Ocean View's tax avenue tax revenues have raised by 30 percent, this piece of evidence lend little support to Ocean View gain great profits. The author neglects to take into account the reasonable possibility that may be the local government has implemented new tax revenue policy which result in the needs of constructing the surrounding countries, requiring raise the tax revenues by 30 percent in those town of better economic condition. For that matter, tax revenues have risen by 30 percent entirely caused by the policy requirement instead of the new service industry brought great profit to Ocean View. Before the author give more specific condition regarding the risen tax revenues, his conclusion is open to doubt.

Last but not least, even assuming that Ocean View's tax revenues have risen by 30 percent is attributed to built a new municipal golf course and resort hotel at there instead of other alternatives listed above, the author's prediction that to built a golf course and resort hotel in Hopewell would improve Hopewell's economy is groundless. Since the argument is offered no information concerning the Hopewell's condition, it is possible that there are several golf courses and resort hotels have build in Hopewell which meet the need of customers in Hopewell, or it also possible that the geographic terrain in the Hopewell is unsuitable to built such service because Hopewell is an industrial city where has a serious air and water pollution problems. For that matter, even more golf courses and resort hotels built in Hopewell, it might still few tourisms would willing to go there even if it cost low, then the investment in those golf courses and resort hotels would be a waste investment which might bring great financial pressure to Hopewell.

To sum up, the evidence cited in the argument lends little support to what the author maintains. To better access this argument, the author would have provide more information concerning the specific condition of these two areas.
