ISSUE180: Many problems of modern society cannot be solved by laws and the legal system because moral behavior cannot be legislated.

In modern society, we indeed face many problems which cannot be solved by laws and the legal system because a lot of moral behavior cannot be legislated. Therefore, we need to improve laws and the legal system, and make sure that moral behavior can be developed in a right direction.

Due to some moral behavior cannot be legislated, many social problems cannot be solved. Take the appearance of lover for example. It is not illegal when a man who already had a family has an affair with a girl. Maybe he would interpret for himself that he loves that girl. But the man hurts his wife's feeling who he once loved very much. And in nowadays, this affair things happen frequently which bring a lot of damage to the society. Yet, there is no good method to solve the problem. Another example is in economics, for instance, Financial Crisis happened in 2008. One of the original reason leading to the crisis is that manages in Wall Street become more greedy. Greedy belongs to human being's nature which is hard to be legislated by laws. Accenting on greedy too much would lead to serious social problems.

In order to guide moral behavior, we should improve the legal system which can provide a guide to people's moral behavior. With laws, husbands or wives would not find valentines any more, passers-by would not do nothing to save a drowning child any longer, money pickers would not keep them in hand any longer. Once a person violates the moral laws, he or she would be punished. For example, to Financial Crisis above, the government can enhance the financial inspirit through legislating so that to prevent finance from broking out again. Last year, an issue happened in China that a college student died when he was saving a drowning child. At that time, some audience in the shore who can swim were just standing and watching. If there is a law which requires that when a person fells into the river, the person who can swim should take the responsibility to save the drowning one, then this issue cannot be happened. Insofar as the laws have been set, people's activity can be restricted, and people's moral behavior can be conducted.

Moreover, in order to regulate moral behavior, we should conduct various kinds of moral education not just teaching in classes, but also in the form of stories, films, posters, songs. It is reported that a person who has accepted moral education since a child has less possibility to violate virtue standards. There was once an article about moral education taking comparison between two middle schools in China. One school has conducted moral education for many years, the other has not. People found the criminal rate in the latter school was higher than that of the former. After specific examination, people concluded the reason that brought in the difference between the two issues of the schools related to the moral education. Hence, moral education can lead moral behavior.

Based on what have discussed above, I believe that many social problems of modern society can be solved with the means of laws and moral education, and the society can become much more harmony in the future.

Admittedly, laws cannot solve any problem in society and many moral behaviors cannot be legislated. However, it is not the only reason that we need moral standard.
提出观点：法律不能解决社会的所有问题，很多道德行为不能立法。然而，这不是我们需要道德标准的唯一原因。(这个观点看着很别扭啊，前后没有因果关系啊，怎么说前面是后面的原因呢？可以再探讨)

   To begin with, there are lots of problems will be worse if they are solved by laws. Laws may be have some negative and effect when apply to some particular problems.  Wealth gap is a serious problem in great majority of countries in the world, which is mainly solved by the moral. Thus many countries are apt to improve the moral level their citizens have. We all accept this kind of education that we should be benevolent, and when we become rich we should donate our money to those poor people to achieve a fundamental living standard, such as having food and education. This is a(an) effective method to solve the problem because we cannot legislate for requiring rich people give their money to those poor people, which is against constitution and will cause a bad consequence that people will not tend to work hard for money, then the development of society will slow down, then everyone will be in bad living condition. Therefore, improving individuals' moral level is the most effective and rational method to solve the wealth gap problem.
很多问题如果用法律来解决会更糟糕。法律在处理某些问题时有负面作用。这个观点挺好的，没想到，学习了。但是这个贫富差距的例子不是很有说服力啊。

However, many moral behaviors which are not legislated are not due to we cannot but considering that we are human, not a machinery ruled by laws(这句话完全不知所云。). For instance, help a strange old person who are frail is a moral behavior. And we also can (can also) legislate for the behavior that if a person has seen(sees，时态不正确) an old and fail people（你这里是要表示摔倒了的老人fallen people还是你少敲了一个字母r ？） who hold lots of heavy things the person must help the old person, otherwise he will get punishment. Obviously, it is, if any, a ridiculous law. The reason that we all think that is ridiculous is not because it will have some negative effect when it is legislated, it is because human should have some free field, human should not be ruled by laws for all aspect(aspects). Therefore the other reasons of that moral behavior cannot be legislated is that some moral behavior is not appropriate for legislating into laws.
这一段论述逻辑不清晰。比如说不能给帮助老人立法，因为人们需要自由。这前后不是太相关。也许你的意思是指人们有帮助别人的权利也有不帮的权利，这好像和自由没啥关系吧？

  In addition, laws are not as effective as moral in some circumstance. Laws circumscribe people's behavior, it point out what we should do or not. Yet it is not efficient when apply to the behavior people always have. Such as the behavior throw litter about. Government could legislate that people should not throw litter about, otherwise they will be punished. But it may be not effective because it is impossible that polices place everyone under surveillance. Thus, only through improve the moral level of citizens could this behavior disappear.
在有的情形下，法律不如道德有效力。这段也没展开说。最后一个only说的太绝对。举的那个扔垃圾的例子也不是很恰当。

  To sum up, the speaker's notion is valid in some circumstance, but we should consider other factors which cause moral behavior do not legislated into laws, such as the humanity and the validity of laws.

Should we suspect the function of laws and the legal system for the reason that there are indeed some problems cannot be solved by laws? According to my observation, laws and legal system are still playing an significant role in keeping the stability of our society and will go on to act in this way in the future. With the perfection of laws and the help of morality, our society will become more and more wonderful.

In the first place, it is obviously true that there are some issues that cannot be solved by laws in our contemporary society. We can illustrate this point in the fallowing reasons. On the one hand, though some one make some mistakes, his activities are not bad enough to be punished by laws. For example, it is hard for our legal system to penalize the thief who steals a bicycle while it is easy for it to penalize the thief who steals a car. On the other hand, with the development of our society, many new problems have emerged in our society. Nevertheless, our laws are still the old ones which are built to deal with the old problems. For instance, with the development of computers and the Internet, many new crimes such as swindle on the Internet have come into our daily lives. However, there are still no perfect laws that can deal with this kind of problems effectively. All in all, the reason that why many problems cannot be solved is the deficiency of our laws rather than the morality.

In the second place, even though there are some problems that cannot be solved by our current laws, the laws and legal system of our society still play an crucial role in solving the majority problems no matter whether they are moral ones or not for the purpose of keeping our society's stability. Laws in every period of our history are built up upon our daily lives, in other words, laws are built up according to our morality since our morality is abstracted from our everyday life. From this point of view, the problems that cannot be endured by morality must violate the laws. It is obvious that we cannot accept the brutal actions such as murder and rape according to our value systems, at the same time, all these actions violate the laws. Because our morality have already developed for thousands of years, it nearly contains all the activities in our lives. Therefore the laws which are built on the morality in order to keep the people's activities being restrained by morality can sustain the stability of our society.

In the final analysis, since there are some problems cannot be solved now by our laws as discussed above, it is our legal system's obligation to make new laws to constrain the new kinds of crimes. What's more, in order to tackle the problems that are not suitable to be dealt by laws, morality should also act as an indispensable role. Just as the laws in the United States which came into practice in the 1960s for the purpose of protecting the Blacks' equal rights, there must be some new laws for solving nowadays problems which our current laws cannot settle down. In addition, for the case such as the bicycle thief, morality can do more than laws by its education process. In short, with the development of our society and the help of our morality, our society would become better and better.

To sum up, though there are some problems that cannot be solved by laws nowadays, laws and legal systems is also essential in keeping our society stable. What's more, the trend is that our laws will become more prefect. And together with the morality, it is impossible that our society do not have have a bright future.

作文的观点比较新颖，但是你好像开头是完全的反对题目，而提出了自己的观点，只有法律才能解决问题。然后说明了有些道德问题不能解决，所以这也道德问题要用法律解决， 最后说明道德教育的作用。可以看出你还是从两方面来说。所以不建议你开头写的那么绝对，而其正文前两段感觉不是很有说服力。
