It marked the first japanese jury system since World War II in which ordinary citizens were asked to help decide guilt and impose sentences against host convicted . Japan`s frist jurors and judges sentenced a man convicted of murder to 15 years in prison on Aug.6.


Do you think the citizen judge system is effective？

In Japan, a new judicial system aroused the public dispute in recent days. The new judicial system, indicating that the judgment made by the court is no longerdecided by three judges only, but with the cooperation of another 6 citizens, undoubtedly injects fresh blood to the judge system in Japan. However, considering the effectiveness it brings, I do not think that the new system can hold water.


First and foremost, the citizen judge system has burdened the existing judicial system. The Japan’s existing judicial system requires three judges to judge a criminal offense, which is already a labour intensive and time consuming task. Hence, adding six citizens to the judicial system would be no doubt intensifying the working loads, because the selection procedure of the qualified six citizens out oftens of thousands of Japanese is time consuming and the criteria relating towho and why the person is qualified enough or not is hard to measure. No otherissue bears more merits than the time when considering effectiveness.


Also, when the majority of the public did not vote for a new change, the new decision would not be carried out effectively. According to the public opinion pollcarried out by the Japanese media, over 40% of the people questioned their ability to do the right decision closely related to the suspects’ sentence. Around 26% of the people just rejected the proposal of changing the judicial systemwithout specific reasons. 15% of them just did not think that they had time to participate in the sentence judgment out of their daily job. According to the statistics, I cannot imagine what the effectiveness would be like when there are loads of skeptics out there.


However, I do believe that the intention of those policy makers was good. Democracywould be the first merit the new system imposing on the society. What’s more, the ordinary citizen would learn to better appreciate the judicial procedures by participating in the final decision. And it would prevent the power abuse tosome extent.


Nevertheless, I believe that the effectiveness of a change should always be the premise. The citizen judge system is burdening the existing judicial system and people are not buying the change. Although it brings democracy and power abuse prevention to the society, when considering the two shortcomings, I dare not to say thatthe new jury system is effective. Japan still has a long way to go.

想问下关于top sentence...
我一般都是中规中矩的四段折中式，当我在每段第一句我都会写中心句，一般我写我认为什么什么很好或者什么什么有缺点就是这样之类的话，为的就是告诉考官我这一段要讨论那一边的观点。那我写的什么好什么不好这样的句子能称之为top sentence么，我个人总认为这样的句子很空我看剑桥上阅读的文章都没有这样的句子做中心句的。

of the paragraph, but it also limits the topic to one specific area that can be discussed
completely in the space of a single paragraph.
