ISSUE170: "The surest indicator of a great nation is not the achievements of its rulers, artists, or scientists, but the general welfare of all its people."

What is the greatness of nations and upon which the judgment can be made? While  fundamentally agree that the ultimate criteria of country lies in the overal welfare of people, I deem the individual accomplishment as inseparable to the general benefit.

I side with wholeheartedly the statement that the greatness of nation roots not in sporadical wealth or richness of upper class but in the welfare, both material and spiritual, of general people. Undeniably, the populace construct the base of the society and represent the overwhelming share of it. We do not rank a primitive tribe or feudal caste community as outstanding for the luxurious life of governors. Emperor of Sui dynasty, a country in acient China, contructed huge cannel to communicate the rivers and facilitate traffic. Profound and significant the deed is, no historian calls Sui a strong nation, since its people suffered onerous taxation and lived in pain. And before long, under the fire of rebellious populace the empire collapsed. No social pyramid with weak fundamental layer can sustain long, let alone be consider great. 

Nevertheless, there is, in most cases, little contradiction between the feast of individual--rulers, artists, or scientists--and the welfare of entire society. In fact, it is people that assist and precipitate 'personal' accomplishments of those great names and, in return, the achievement of individual benefits the public as a whole.

On the one hand, numerous labors and preparations of people pave the road to significant achievement of individuals. This is especially true in today's era when individual strength has been dwarfed by the dramatical torrents of the mass augmented through the increasingly specified field classification and free communication. Scientists, for exmaple, base their breakthroughs upon sponsors and emphasis from people. Great artists, such as picasso and Dali,  gain recognition and create masterpieces in the appreciation of the mass. In politics, any legislation or enforcement of policy necessitates the approval and support of the public, without which politicians can hardly attain anything. It is the social background, created by the general, that makes the feast of individual possible.

On the other, accomplishments of big names frequently introduce profound influence on the overal welfare of all people. The New Deal, initiated by Franklin Roosevelt, saved the United States from the mire of economic crunch and brought back the prosperity to every citizen. The governmental policy, though brought  up initially by politician alone, benefit the whole nation in the end. The crossbred rice, forstered by Yuan longping, a Chinese scientist, feeds not only China but also people in vast areas of this hungry world. For artists, their paintings, melodies, and sculptures edify the mental state of people, inspiring the society in the pursuit of psyological satisfaction and spiritual happiness. With inculcation of art, French people are known for their especially high level of taste and gentle civility.

As no impoverished village with only one or two skyscrapers will be considered prosperity, no nation without the welfare for entire society can be regarded as great. And, given the inextricable connection between the multitude and individuals, it is unfair to owe the judgement to either part. It is the combination of the two, in reality, that defines the greatness of nation.
