Hence, A leader, as a guide, points the proper way of developing country. He should be of high ethical and moral standard; otherwise, the progress of a country would deviates from orbit.



Maintaining high moral standard prevents an leader from abusing his power. One is loyal, for instance, he must perform the right fair and square, as to loyal to his belief, to his country, to his people. Thus, it is a binding effect on leaders’ behaviors. What's more, if a leader with high ethical standards, his
appeal to his people would be enhanced, and be able to improve their initiative. Such as Gandhi, who is a great leader of India, claim to struggle for nation independence. He is fair kind and tolerant, even in the moment of being killed, making gestures to forgive and bless the killer. In the Indians' hearts, he is the god of noble quality and high morality.
Just because of people's loving and supporting, Gandhi can be able to lead country to get rid of the government of Britain, and be independent. It informs that only a lead equipped with high moral and ethical sense, the policies and solutions would be efficiently and successfuly

However, a perfect man is inexistent, requiring a lead to have highest ethical standards is unreasonable. In personal life, some little flaws on moral aspect do not matter at all. maimed but brave man. It is he that freed American from the depression. And his achievements in Word War are known to us all.  Further, with highest moral standards, leaders may make policies
ignoring the profit. For instance, when country is in a depression, telling truth would make people decrease consumption and investing, which would result in
the even worse economy. In contrast, if the leader tell them the economy is rising, despite it is a lie, the people are given confidence, and would like to increase expense and do more investing. In consequence, the economy would
truly recover. Therefore, a leader is a decision maker for interests of country and people, not a
moralist.



According Machiavelli, morality is the mean of politics. While his opinion is too extreme, nonetheless, we can know get some available information that morality is not the total of politics. Obviously, an officer who is desirous to be an efficient leader need more that morality. Besides, he should strengthen his abilities of other aspects, Such as the abilities of developing economy, of maintaining social stability, and so on. Only if making valid policies and solutions to make country strong, make society stable, and satisfy the need of people in great degree, an officer can be an effective leader.
