he letter is logically unsound in its casual correlation of restrictions on landscaping and housepainting with the growth of property values. The argument can be further weakened by the oversimplified comparison drawn between Brookville and Deerhaven Acres. It is expected that people who receive the letter should notice its shaky ground.

First and foremost, the trippling in property values and the restrictions that came into effect several years ago, admittedly, worth attention but whether the former results from the latter is doubtful. To be more exact, the growth in values can be attributed to dozens of reasons other than housepainting, namely, newly-built railway station nearby and better natural environment. However, the writer of the letter fails to address all these possible reasons, thus weak in his arguementation.

A closer look into the housing industry as a whole is needed. If these years boast a remarkable boom in the industry, no doubt residents in Brookville community enjoy a tremendous growth of their own houses. What is also crtitical for decision makers to examine is what if the neighbourhood don't bring the restrictions into effect? Will the values climb even higher due to the overall properity the industry is undergoing?

Even if the rocketing values lie mainly in the rules of landscaping and housepainting, homeowners' committee should not haste to adopt such policy to their own community. As the saying goes, a man's meat is another man's poison. It is highly possible that Deerhaven Acres has all its attractiveness and glamor in its rich style of landscaping and house exterior paintings. And perhaps, severe air pollution is the main sculpit for the low property values here. If that is true, there will be no point in passing any restriction on housepainting as Brookville residents did. Rather, Deerhaven Acres neighbourhood can benefit a lot more if the community contribute all its efforts in controlling pollution.

To sum up, the arguer's reasoning falls short of examination of other possible situations, which damaging his cogency to a large extent. Instead adopting the restriction immediately, the committee is supposed to study further the case of Brookville and a careful and reserved comparison between Brookville and their own community is highly worthwhile, when alternatives should be reckoned thoroughly.
