TOPIC: ISSUE56 - "Governments should focus more on solving the immediate problems of today rather than trying to solve the anticipated problems of the future."
观点:不赞同.政府应该同等对待,前者关系现在利益,后者关系将来利益
提纲:1 承认某些情况下需要投入更多 例子
2 但是不是所有的情况都是这样,例子.....指出anticipated 的重要性
3 反驳immediate should more than anticipated
After analyzing the statement, from my viewpoint, I conceive it contains two main meanings. One is that immediate problems are more important than the anticipated ones under all circumstances, and the other is that government should focus more on immediate problems rather than the anticipated ones. As for these two meanings, I disagree with either of them.
To begin with, I concede in some cases the immediate problems usually characterized with urgent situations, which deserve more focus in order to get them solved at the first time. Otherwise, those problems may threaten people’s lives even the survival of a nation. For example, the earthquake broke out in Sichuan Province in China 2009 brought great casualties. It’s definitely the nation’s unshirkable responsibility and obligation to help and save its sufferers rather than considering the anticipated problems, such as children left orphans, reconstruction of the city, and so forth. Although these problems were also obviously significant, they didn’t threaten people’s survival at least. Another example is when a nation suffered a economic crisis, the most important problem remaining to get solved is to minimize the loss suffered by the citizens and to stabilize the economic system at home, rather than focusing on developing the national defense or improving international status. Hence, so as I stated above, the immediate problems do need to be considered with priority over the anticipated ones under some circumstances.
However, I have got to point out that the statement conspicuously ignored other situations, under which the anticipated problems also deserve much consideration. To substantiate my viewpoint, we need to look on future than our environment. No one can claim these problems are less important than the immediate ones, such as continuously rise in sea level due to global warming and expanding of the hole in ozone layer in Antarctic. The former has threatened people living near the sea and it will definitely continue to a larger extent if government leaves it alone. In contrast, increasing amount of ultraviolet radiations will reach the earth’s surface through the ozone hole to bring inestimable damages to human beings with no measures carried out. Thus, there also exists a great necessity for government to fully consider and focus on the anticipated problems in order to ensure human being’s benefits and security in future.
In addition, the meaning that government should focus more on the immediate problems rather than the anticipated ones also needs to be discussed. On the one hand, as has been discussed above, sufficient emphasis also needs to impose on anticipated problems. On the other side, we have got to realize anticipated problems always characterized with complex and great difficulty, which clearly requires enough focus and vase amount of money, if not more than the immediate ones,
to address these problems. Meanwhile, considering the limited money and resources of the government, it is obviously unreasonable and unadvisable to lay undue emphasis on immediate problems.
To summarize, the immediate and anticipate problems are equally important in ensuring our nowadays urgent demands and benefits in future, and government need to lay enough emphasis on both of them. |
