"Governments should focus more on solving the immediate problems of today rather than trying to solve the anticipated problems of the future.


The meaning of governments existing is to maintain the stability of society, improve the welfare
of the publics. Thus, governments should prevent the potential issues and try their best to solve the problems when the crises occur , and balance the relation of these two policies.


When the crises happen, the development of economy will be broken, and people's lives even may be threatened. In this case, governments
should take actions as soon as possible to resist the spread of disasters. In comparison with the anticipated problems of the future, these calamities, which may destroyed the further of a country, are more urgent to solve. Haiti, for instance, its governments need to reform as to reduce the possible risk due to its weakness. However, when the earthquake came to Haiti., all of focuses of reforming gave way to the aid efforts.
If the governments do not committed
themselves to combating the disaster, the catastrophe would be even more serious, with people still in the hunger. In this unstable social situation, governments
hardly carry on the reformation.
