SSUE69    Government should place few, if any restriction on scientific research and development.

观点:应具体讨论,不同的研究领域采用不同的措施

提纲:1在民用方面的研究需要促进与支持

      2即使这些研究的本意是好的,但也要注意其产生的负面影响,并加以规范

      3在敏感或有争议的方面的研究需要限制


Admittedly, advance in science needs an atmosphere of freedom, and in most cases, the research results could bring about great benefits to people. However, as we all know, the scientific researches in certain fields either concern the vital interests of a nation, or conflict with the ethical and moral standards of mankind, which probably cannot be accepted. Thus, government does have the necessity to supervise and limit scientific researches in these fields. Accordingly, the statement needs to be considered according to different situations.

To begin with, as for the general scientific researches aimed at improving and enhancing the quality of people’s life, government should not impose strict limits on them but to support and provide necessary funds and conditions. Consider examples like communication technologies, developing vaccines against diseases and researching on increasing the grain production. The achievements of researches in these fields have brought us earth-shaking changes in our daily life. Hence, government, as the representative of the general public`s benefits, has the responsibilities and obligations promote and support these researches.

In addition, government should realize that advances in technologies cannot always contribute to good results, even those results meant to be beneficial. For instance, the increasing Internet crimes partly result from the rapid development of Internet technologies. Another example is the notorious San lu powdered milk event in China, 2008. Melamine, one kind of additive emerged from chemical synthesis technology, is used to replace real protein illegally due to its high nitrogen content. Thus, government should also carry out proper laws to regulate the application of such technologies.

However, as to those researches concern the national security and even international status of a country, there exists a necessity to inflict stringent limits on such fields for the purpose of protecting the national interests. For instance, technologies of manufacturing conventional weapons, exploiting the nuclear power and exploring the outer space are of vital important to secure the national safety and rapid development. Meanwhile, researches of high level like this are usually patronized by the government; thus, government has the right to confine the spread and the scope of application regarding such technologies. In addition, when comes to the controversial research, such as technologies of cloning, test-tube baby, biological weapons, and so forth, government should impose much more stringent restrictions on them in case of causing unpredicted problems, even disasters. In conclusion, there exists a great necessity for government to supervise and restrict research on fields run the risk of bringing out bad results.

To summarize, the purpose of scientific researches is to bring out benefits to serve the people, thus, government has the responsibility to support and regulate the valuable and promising researches. Notwithstanding, at the same time, stringent limits should also imposed on those sensitive fields.
