69. “Government should place few, if any, restrictions on scientific research and development.”

This issue seems easy at first for it seems most of scientific researches and development can benefit human`s life, so little restrictions must be given; while when think it further, many situations is that we cannot judge whether the research or development would benefit human beings before the result comes out, so whether to give restrictions becomes an controversial issue.

It is obviously that researches or development which can benefit human`s life, they should not be restricted or sometimes even encouraged. Because nowadays` convenient life is spring from these researches and development. For instance, in the pharmacy area, medicine can cure cancer should not be restricted since it helps people who had got cancer a longer life. In the information security area, a new kind of monitor cinema invented which can monitor dangerous weapons in public places, this research need to encourage for it ensure human`s safely. Also, in the physic area, new nuclear equipment research built to helping nuclear electric power plants generating more electric, it needs not be restricted, too.

It is also obviously that development or researches may damage human`s lives should be restricted or even stopped immediately. For some dangerous weapons, it may damaged nations` security should be stopped. Such as nuclear weapons technology controlled by terrorist organizations. Or high pollution programs that may pollute our environment should be also restricted. Such as high using oil cars, they burn lost of oil and then product lots of pollutions like carbon dioxide, sulfur dioxide. These pollution gases will damage our atmosphere and generate acid rain.

But think it little further, the result pharmacy of kill cancer virus is unknown; maybe it will have some by-effect that may bring new problems after cancer cured. A similar example is that the bird flu vaccine which researched by China can success kill the bird flu virus, but some patients died by other by-effect generated from bird flu vaccine. In this situation, seems government is inappropriate if it does not restrict this research. It happens to the same condition on new kind of monitor cinema and nuclear electric power plants. The monitor cinema may success guarantee public security but if someone uses it to encroach privates, this is research seems do not success any more because it threatens human` lives. And although the nuclear electric power plants can generate more electricity, it pollution more heat water than before that damages river animals system or sea animals system, the researches should be restricted or not cannot be easily valuated.

In the uneasily determinable research or development, in my opinion, restrictions should be placed in an appropriate time because bad effect may exceed the benefit effect without careful supervise. In order to prevent some potential tragedies happen, government should supervise it in an appropriate way, neither free, nor restrict them.

In conclusion, whether government restrict few should be determined by judging the scientific researches or development.
