No.10The following appeared in a letter to the editor of a Batavia newspaper.

"The department of agriculture in Batavia reports that the number of dairy farms throughout the country is now 25

percent greater than it was 10 years ago. During this same time period, however, the price of milk at the local

Excello Food Market has increased from $1.50 to over $3.00 per gallon. To prevent farmers from continuing to receive

excessive profits on an apparently increased supply of milk, the Batavia government should begin to regulate retail

milk prices. Such regulation is necessary to ensure both lower prices and an adequate supply of milk for consumers."

-------------------------------------------------------

The letter is weak in its reasoning. The author believes farmers gain excessive profits so he advises strict regulation over local dairy industry. However the facts he lists in the letter can not support his assumption well.

To begin with, a 25% growth in dairy farms does not guarantee a significant larger supply for milk. If formerly, there were only 4 dairy farms a decade ago and now 5. Is the increase remarkable enough to produce an overwhelming change in milk supply? Surely not. And another possibility lies in the even larger growth in population. When against a 200% greater population, the 25% improvement seems trivial and demand still surpasses supply to an outstanding extent.

It is reasonable for the author to mention that the retail price doubles for milk in the past 10 years but it does not necessarily mean that farmers are making more money. Odds that farmers' costs hiked over the past 10 years are high. They have to pay more for the salaries of dairy workers, the feedings for cows and even the traffic to transport their milk to local market. A failure to take all these into consideration leads to an inevitable misunderstanding of farmers' situation.

Finally, the author appeals for regulations on milk prices, the impact of which I seriously doubt. It is possible that local farmers are now in full competition where they upgrade technology, improve products and do what they can to attract consumers. The "invisible hand" of market yields a justified price. But were the strict regulation on price passed, farmers would struggle desperately to earn profits for running their farms and they might, therefore, produce fake milk or resort to other such illicit acts to cut down costs and make both ends meet.

To sum up, local government, on receiving the letter, should consider the issue seriously and have a closer look inside the reality of dairy farmers' living.
