It is often necessary, even desirable, for political leaders to withhold information from the public.

Should political leaders withhold information from the public? The author gave an affirmative answer to this question. But in my opinion, it all depends on the situations. It is improper and cursory for us to draw a conclusion with out considering concrete conditions.
Firstly, we have to admit that the suggestion brought by the author is rational in some aspects to some extent because this suggestion is beneficial for political leaders to guard state secrets and maintain social stability. As far as we know, political leaders, as representatives of public, should take public interests in priority and plan the work with an eye on the whole. Anything which runs against the interests of public should be forbidden by the political leaders. In the view of this, it is proper for the political leaders not to open all of information to the public because some of the information is the secret of state. If the secrets of state, represented by military information, are acquired by the public, we have not to go very far to see the consequence that the fundamental security of the public would not be guaranteed.
But the concealment of truths should be restricted in a certain extent rather than be abused. Honesty has been regarded as one of social virtues by the public for thousands of years and this will continue undoubtedly. The collapse of social credit would be the inevitable result if there was an absence of basic honesty and trust in society. Narrowing the discussion down to individuals, one who was known as a cheater can hardly establish himself in society. Political leaders are public figures. All of their actions are almost exposed to the public so that the public could make a proper evaluation to the executives. If the political leaders are found to duping the people, the destruction of their political careers is predictable. If we make a review of our history, we will realize a disappointing fact that political scandals which were relevant to dishonesty could be found everywhere. The Watergate scandal, known as one of the most disgraceful scandals in the history of American, exerted serious influence on the history of American and the global press circles. The fraud and the abuses of power proved the public to anger. Nixon, who was elected as American president for another term because of putting an end to the Vietnam War, had to declare his resignation and terminate his political career in dejection.(真是对不起尼克松总统,估计写这篇有有n多人挖他的坟,问题是我实在想不出别的更合适的例子了)
After discussing so much, we find that the political leaders seemed to be put in a great quandary—they have to withhold some information in order to secure public interests but also have to treat the public with sincerity in order to bid for the public support. Is there a solution to balance the conflict? In my opinion, if the political leaders have to withhold information for some reasonable reasons, they should give the corresponding reasons to the public rather than only conceal the information silently. While the concealment which goes against people must be forbidden strictly.

个人感觉字数不太够 而且看起来很像是中文翻译的
