题目:ISSUE43 -
"To be an effective leader, a public official must maintain the highest ethical and moral standards."
I agree with the speaker's broad assertion that to be an effective leader, a public official
generally must maitain high ethical and moral standards. High ethical and moral standards can
help a leader to make a right decision. Yet, the speaker over-estimates the role of moral in
being an effective leader, and ignores some other important factors.
First of all, being an effective leader must have higher ethical and moral standards than ordinary people. Moral is the foundation of being a man, the core of people's world view and values and plays a critical role in conducting people's thought and behavior. And leaders diffirent from ordinary people have status, importance or influence, which to some extent determine the trend of the whole situation. Therefore, outstanding leaders must maintain high ethical and moral standards, which help them to make right decisions, form correct values and avoid the passive impact of variable erroneous values. For instance, abusing power to embezzle money and engage in corrupt practices exists in every nation and every dynasty. For these public officials with high ethical and morastandards can resist the temptation to power and money. Otherwise, they are found guilty and committed to prison.
Secondly, high ethical and moral standards can help public officals to win trusts and supports from people, and establish leader's authority. Moral trait, a kind of non-power influence, can produce emotional appeal which sometimes arouses admiration and cordial feeling in learder's adherents and supporters, and consequently produces strong attraction, cohesive force and cetripetal force. Public officials with high moral trait will be supported and trusted by their people. Conversely, their supports and trusts will gradually slip away. I will take some examples to demonstrate my points, as listed below. Dr. sun yat-sen, the forerunner of Chineserevolution, is honored as the Father of China. People all follow his advice and respond to his call, due to high moral trait of being disinterested and being responsible for the whole nation. Conversely, the first emperor in Chinese history, Qin ShiHuang who defeated six hegemonic states and brought all of China under one rule, was finally overthrew by angrily people, because of his tyranny and licentious and profligate luxury lifestyle.
However, to be an effective leader, a public official does not need to maintain the highest ethical and moral standards. There are two reasons to support this claim. First, it is very hard or even impossible for a person to have the highest moral standards. There is no perfect person in the real world, and everyone has some weakness and shortness more or less. Secondly, having highest moral standards is not necessary. To be a outstanding leader, except for ethical and moral standards, there are also many other factors, like the ability to make decision, judgement, persuasion skills and the ability of mobilization, which determine whether a public official is a good leader. Solving problems, an effective leader needs mixed ability, not only by moral.
In sum, high ethical and moral standard is a critical factor for a public official to be a outstanding leader. At the same time, other elements are also very important. Therefore, a outstanding leader must combine these factors. |
