The speaker claims that a public official must have the highest ethical and moral standard to be an effective leader. I agree insofar as a outstanding leader should maintain a fairly high ethical and moral standards. At the same time, however, a leader shouldn't be under too much pressure to be perfect. Moreover, ethical and moral standard is not the only aspect to judge wether a leader is qualified or not, as discussed below.

To begin with, a public official should be equipped with a relatively high ethical and moral standard. This is often true of those spiritual leaders who hadtried best to promote the evolution of the society. Thus, they gained reputation for their contributions to the Society as well as the People. To better explain this, one need look no further than the Gandhi and Martin Luthur King. The former is the national hero to liberate the people of India. The latter, who leaded the Civil Rights Movement, had been awarded the Nobel Prize for the peace he asked for the black. Both of them had no political or military power. They fought for the civilians and appealed to the fundamental rights. These leaders had no financial support and were threatened by those who went against them from time to time. It is the justice and moral prnciple they held that makes them keep doing their work and victory finally embraced them.



Admittedly, a high level of ethical and moral standard is a necessity to a leader. On one hand, it can help gain the trust from the people and as well as the respect from the opponents. In return, it can restrict the leader to abuse his power. Here is a counter example. Chen shuibian, the former leader of Taiwan, took advantage of the power to accept tribes. He went too far beyond the boundary of both the moral and the law to satisfy his own profits. At last, he was brought to trial and sent to jail. I can summarize that the ethical and the moral standard is a doubleside sword. It can can help those who keep their moral principles and penalize those who abandon their conscience.




However, a leader could not be perfect on all aspects. Some leaders, when to value their achievements, had merits as well as drawbacks. It comes to the question that how we define a "effective leader". Some leaders came into power because of their military talents, such as Hitler. At the era when he was in power, the Germany became a strong and powerful country and the society remained steady. It is closely related to the measures Hitler had taken. We cannot deny that he is an effective and successful leader. If it is really as the speaker's claim, Hitler will be crowned as a high level moral person. Unfortunately, as we all know, Hitler is so cruel to kill Jewish people and drove them to go faraway from their homeland. He is the type of leader who did not maintain a high ethical and moral standards.




In addition, a relatively high ethical and moral standard is not the only quality that a leader should has. Other good qualities, such as foresight and the capability to manage a group and so forth, are also the necessities to better apply for the position. All in all, to be a effective and successful leader, one should not only maintain a high ethical and moral standard, but also enhance his own ability from all aspects.
