TOPIC: ARGUMENT74 - The following appeared in a newsletter about education policy.
"The average annual earnings of high school dropouts are significantly less than the average annual earnings of high school graduates. To address this problem, the state governor has proposed that the state should establish free vocational training programs for high school dropouts. But the availability of such programs would probably encourage some students who would otherwise have graduated to drop out in order to pursue vocational training. Hence the proposed programs would lower, not raise, the average earning potential of young people. Therefore, the state should not establish the vocational training programs but should instead focus on improving academic programs in our high schools."

By making a prediction that there will be more students dropping out from high school after the initiation of the vocational training programs, the aruger suggest not to establish the program. This seems reasonable at first glance. However, the author suffers from several logical fallacies which make his suggestion unwarranted.
First, the assumption that more students will tend to leave their  unfinished high school education after the establishment of the program is fake and uncogent. As the arthor stated the high school graduates earn more than those who drop out, hence the students who are rational will continue their school work despite the program, after all, it takes little risks.
Second, granted that more students will leave high school due to the free training course, we still cannot come out the conclusion that the average earning will decrease. It is reasonble to believe that students who are willing to leave the high school are those who have no interested in their high school text books or do poor in examnations. These group of people, whether they can graduate successfully from the high school or not, may not have core competiveness to win a ideal sallary in the fierce competion. Thus as it stands, the vocational school give them a good chance to nuture their core skills so that they can do better than others, even the high school graduates, in a specific field and earn a better  sallay. In sum, the vocational school can still increase the overall sallary standard despite there are more high school droouts.
Third, the arguer do not take into account the disadvantages if they crash down the program. We should addmit that there are do have some students have no talent in shool text books and tests, but it dose not means they are not capable to make their own contributions to the society. What we should do is to offer them oppornities and a stage to help them show off. If the arguer only focus on the high school only he is makeing his yongman cross a narrow bridge. If we stop the programs and pay more attention on high school the income gap between high school graduates and the droputs will be wider and wider which is not a result and even cause unstable elements that threat the whole society.
In coclusion, the arguer should not make a hasty conclusion that the program will decraese the overall income. More research and evaluation should be done to get more firsthand information.
