The speaker claims that if a public official want to be a good one, he or she must maintain the highest ethical and moral standards. However, in my perspective, the leaders should have high quality of personality, but it is not that important to maintain the highest.

As we know, citizens who support the politician always wonder what are these public leaders doing and care a lot about what they said and did. Can you imagine if they suddenly found the person they trust most was, such as, a bawdy guy, what would they do? Yes, the voters would ask this official to leave the government and never trust him or her any more. If so, how can this person become a effective leader? In the United States' history, the Watergate scandal is a good example. The present Nixon used illegal way to get information about his enemy Democrats for winning the election. However, the agents sent by Nixon were caught when they were installing listening devices which made the public amazed and the present had to leave the white house. Till now Americans never forgive him for his dishonesty and bad character.

Secondly, with a high quantity of moral, the leader can devote all himself or herself to the public.
The mayor of the New York City devotes all his life to the people. Although his salary is normal, he always help people solve problem by all means, never think about himself. When 9.11 happened, he was the first took the subway so that make the citizens stay calm and not be afraid about the terrorists ignoring his own safety. The most difficult obstacle that these officials can not overcome is their personal desire. For example, nowadays, more and more greedy politician get arrested for they abused their power to gain extra money or do something illegal. In this way, their supporters will change their ideas even get angry with what the officials have done.

At last, I do not think that the highest ethical and moral standards are necessary. To be a effective leader, the leadership is the key factor. Who is full of love may contribute to the social problem or donate a great amount of money to the institutions can not function well, but can not be a public official especially a effective leader. This is because he or she lacks the ability to lead citizens. The real leader like a lighthouse lightens the future and tells the way to get the Utopia. What the public official should do is leading instead of doing.

Generally speaking, an effective leader is the best combination of leadership and high ethical and moral standards. Why people choose you to be their guide is because they believe you can give what they desire and they trust you will not betray them. For this sake, only armed with a highest personal quality can not make your leader dream come true. The improvement about leadership and other ability is also necessary.
